TAMPA, FL. Bella's Italian Cafe on S. Howard Street logged seven high-severity violations during the week of September 18, including food sourced from unapproved or unknown suppliers, toxic chemicals improperly stored near food, and an employee who had not reported symptoms of illness to management.
Those three violations alone represent three distinct pathways to a foodborne illness outbreak. Fourteen other Tampa restaurants drew high-severity citations in the same seven-day stretch, for a combined 75 high-priority violations across the city.
The Violations
Bella's also drew citations for food not cooked to required minimum temperature, food contact surfaces not properly cleaned or sanitized, improper handwashing technique, and no consumer advisory posted for raw or undercooked menu items. An improper sewage or wastewater disposal citation rounded out the record.
Lolis 2 on W. Hillsborough Avenue matched Bella's total with seven high-severity violations of its own. Inspectors found no written employee health policy, an employee not reporting illness symptoms, inadequate shellfish traceability records, no allergen awareness demonstrated by staff, and required procedures for specialized food processes not followed. Multi-use utensils were not properly cleaned.
Bahia Churrascaria on Gunn Highway also drew seven high-severity violations, and its record included one that the other two top violators did not: no person in charge was present or performing duties during the inspection. Inspectors also found food from unapproved sources, food contact surfaces not cleaned or sanitized, improper use of time as a public health control, and no consumer advisory for raw or undercooked foods. Single-use items were being reused.
Jin China on E. Adamo Drive drew six high-severity violations, including inadequate shellfish identification records, food contact surfaces not properly cleaned, toxic chemicals improperly stored or labeled, and required procedures for specialized processes not followed. What These Violations Mean
The illness-reporting failures documented at Bella's, Lolis 2, Bahia Churrascaria, Siam Thai, Isekai Sushi, Taco Bell, Duffy's, and Venue 2106 are among the most acutely dangerous violations an inspector can cite. A food worker infected with norovirus who continues handling food can expose dozens of customers before any illness is reported. Norovirus accounts for roughly 20 million infections in the United States each year, and the transmission route from an ungloved, symptomatic food handler is direct.
The food-from-unapproved-sources violations at Bella's, Bahia Churrascaria, and Sweet Krunch represent a different but equally serious problem. If someone gets sick, investigators cannot identify the origin of the contaminated product, which means the source continues supplying other kitchens.
The parasite destruction failure at Isekai Sushi is specific to raw fish service. Fish served raw or lightly prepared, including salmon, tuna, and yellowtail, must be frozen to specific temperatures for specific durations to kill parasites such as Anisakis and tapeworm larvae. Without that step, parasites survive into the finished dish. That violation, combined with the absence of a consumer advisory at Isekai, means customers ordering raw fish had no documented warning and the fish may not have been treated to eliminate parasites.
The inadequate cooling equipment cited at Tikka Masalaa and Taco Bell is a systemic problem, not a momentary lapse. A reach-in cooler that cannot hold food at or below 41 degrees Fahrenheit creates a continuous temperature danger zone, allowing bacterial growth in every item stored inside it, across every shift, until the equipment is repaired or replaced.
