ORLANDO, FL. Inspectors cited Zap Thai on Conway Road for 10 high-severity violations during the week of August 30, the highest single-facility count among 15 Orlando restaurants flagged for serious food safety failures in the same seven-day stretch.

Among Zap Thai's citations: food not cooked to required minimum temperatures, food contact surfaces not properly cleaned or sanitized, and inadequate handwashing facilities. Inspectors also cited the restaurant for improper use of time as a public health control, a violation that means food was left in the bacterial growth zone, between 41 and 135 degrees Fahrenheit, without any temperature monitoring to document how long it had been there. An employee illness reporting failure and a missing person in charge rounded out the top-line findings.

Slap Hand Ripped Noodles on Carrier Drive drew 9 high-severity violations including failure to follow parasite destruction procedures, food not cooked to minimum required temperatures, and inadequate shellfish traceability records. Inspectors also cited the restaurant for missing consumer advisories for raw or undercooked foods, meaning customers had no written notice that certain dishes carried elevated risk.

Cucina Pizza and Bar on West Church Street accumulated 9 high-severity and 5 intermediate violations. The restaurant had no written employee health policy, no consumer advisory for raw or undercooked foods, and food in poor condition or mislabeled on the line.

Fu Hua Chinese Restaurant on South Goldenrod Road was cited for 9 high-severity violations that included toxic chemicals improperly stored or labeled near food and no allergen awareness demonstrated by staff. Inspectors also found improper handwashing technique and no employee health policy.

Knights Curry Express on University Boulevard drew a citation for food from an unapproved or unknown source, one of the more serious findings of the week. The restaurant was also cited for failure to follow parasite destruction procedures and for food not cooked to required minimum temperatures, alongside inadequate handwashing by employees.

Taco Kat on South Court Avenue was cited for food from an unapproved or unknown source, inadequate handwashing facilities, food not cooked to minimum temperatures, and toxic chemicals improperly stored or labeled. No consumer advisory for raw or undercooked foods was posted.

More Violations Across the City

Saigon Noodle and Bistro on South Goldenrod Road logged 8 high-severity violations including food from an unapproved source, toxic chemicals improperly stored, no allergen awareness demonstrated, and no consumer advisory for raw or undercooked items.

Birria 1983 on West Church Street had 8 high-severity violations and drew two separate chemical storage citations: toxic chemicals improperly stored or labeled, and toxic substances improperly identified, stored, or used. The restaurant also lacked adequate shellfish traceability records and had no proper handwashing facilities.

Chi Kin on North Mills Avenue was cited for 7 high-severity violations including food from an unapproved source, failure to follow parasite destruction procedures, and improper sewage or wastewater disposal, a finding that signals fecal contamination risk throughout the facility.

Lotus Garden on Dr. Phillips Boulevard drew citations for food from an unapproved source, time as a public health control not properly used, toxic chemicals improperly stored, and no consumer advisory for raw or undercooked foods.

El Rinconcito Restaurant and Bar on Butler National Drive was cited for food in poor condition or mislabeled, food from an unapproved source, inadequate shellfish traceability records, and toxic chemicals improperly stored alongside food contact surface failures.

Arcade Time Entertainment on International Drive drew 7 high-severity violations including parasite destruction failures, undercooking, time as a public health control not properly used, and toxic substances improperly identified or stored.

Charleys Philly Steaks on South Kirkman Road was cited for food from an unapproved source, food in poor condition or mislabeled, undercooking violations, toxic substances improperly identified or stored, and failure by employees to report illness symptoms.

Two facilities drew minimal findings. Shakai on East Pine Street received a single high-severity citation for toxic chemicals improperly stored or labeled and one intermediate violation for inadequate ventilation and lighting. Winghouse Bar and Grill on South Kirkman Road had no high-severity violations, drawing only one intermediate citation for single-use items being improperly reused.

What These Violations Mean

The food sourcing violations at Knights Curry Express, Saigon Noodle and Bistro, Taco Kat, Chi Kin, Lotus Garden, El Rinconcito, Charleys Philly Steaks, and Birria 1983 share the same core danger. Food from unapproved sources has bypassed federal inspection, which means if someone gets sick, health investigators have no chain of custody to trace the contamination back to its origin. It is not a paperwork problem. It is a traceability problem, and traceability is the only tool public health officials have when an outbreak is already underway.

The parasite destruction failures at Slap Hand Ripped Noodles, Knights Curry Express, Chi Kin, and Arcade Time Entertainment are similarly direct. Fish served raw or lightly cooked, including preparations common at noodle and Asian fusion restaurants, must be frozen to specific temperatures for specific periods to kill parasites such as Anisakis. Without that step, the parasite reaches the customer.

The cluster of employee illness reporting failures at Zap Thai, Cucina Pizza and Bar, Slap Hand Ripped Noodles, Fu Hua, Knights Curry Express, Taco Kat, Birria 1983, Arcade Time Entertainment, and Charleys Philly Steaks is the category that produces multi-victim outbreaks fastest. Norovirus spreads through a single infected food worker who handles ready-to-eat food. Without a written health policy and a culture of reporting, a sick employee has no formal obligation to stay home.

The dual chemical storage violations at Birria 1983 and Fu Hua's allergen awareness failure represent a different category of risk. Unlabeled or improperly stored cleaning chemicals near food prep surfaces can contaminate food through direct contact or splash. And when no staff member can identify allergens in a dish, a customer with a tree nut or shellfish allergy is eating without informed consent.

The Longer Record

Slap Hand Ripped Noodles has the longest inspection history among the worst performers this week, with 43 prior inspections on record. That is more than twice the inspection count of Taco Kat, which has 11, and more than four times Birria 1983's 10. Despite that history, Slap Hand drew 9 high-severity violations this week, including failures in food cooking temperatures, parasite destruction, and shellfish traceability.

Saigon Noodle and Bistro has 35 prior inspections, and El Rinconcito has 31. Both drew food sourcing violations this week, the kind of citation that suggests ongoing purchasing practices rather than a one-time lapse.

Fu Hua Chinese Restaurant has 32 inspections on record and still drew citations this week for no employee health policy, no allergen awareness, and improper handwashing technique, violations that require no equipment, no renovation, and no capital expenditure to fix.

Birria 1983 and Taco Kat are relatively new to the inspection record, with 10 and 11 prior inspections respectively. Both drew 8 or 9 high-severity violations this week. Birria 1983 had two separate chemical storage citations before it has reached its second full year of documented inspections.

Winghouse Bar and Grill has 57 prior inspections, the deepest record of any facility in this week's data, and was the only location among the 15 to draw zero high-severity violations. Whether the 14 other facilities with far shorter histories can reach a similar compliance rate over time remains an open question for inspectors returning to Conway Road, Carrier Drive, and West Church Street.
