TAMPA, FL. Rincon Guatemalteco on MLK Boulevard was emergency-closed on April 23 after inspectors documented both roach and rodent activity at the restaurant, making it the only Tampa facility shuttered this week, and one of 15 that inspectors flagged for high-severity violations between April 23 and April 29, 2026.

The closure came on the same day the inspection week opened. Rincon Guatemalteco had 24 prior inspections on record before this visit, and its three high-severity citations this week included no written employee health policy and improper handwashing technique, in addition to the pest activity that triggered the closure.

Salem's Fresh Eats on East Hillsborough Avenue drew the week's highest single-facility count, with eight high-severity violations. Inspectors cited the restaurant for food from an unapproved or unknown source, inadequate shell stock identification, improperly stored toxic chemicals, and no allergen awareness demonstrated, among others. An employee was also cited for not reporting illness symptoms.

The unapproved food source violation at Salem's is particularly significant. It appeared alongside inadequate shellfish traceability records, meaning inspectors found both that food may have bypassed federal safety screening and that the raw or lightly cooked shellfish on hand could not be traced to a certified harvest area if a customer became ill.

ATL Deli Tampa at 2525 East Hillsborough Avenue collected seven high-severity violations, including food from an unapproved source, improper handwashing technique, and a citation for failing to properly use time as a public health control. That last violation means food was allowed to sit in the bacterial growth temperature range, between 41 and 135 degrees Fahrenheit, without adequate documentation of when the clock started.

Nuevo Asados Al Carbon on North Armenia Avenue also drew seven high-severity violations, including food from an unapproved source and inadequate shellfish traceability records, mirroring the sourcing pattern found at Salem's. Inspectors also cited improper handwashing technique and improperly stored toxic chemicals.

Top China Inc, also in the 2525 East Hillsborough Avenue complex, was cited for parasite destruction procedures not followed. That violation, combined with no consumer advisory for raw or undercooked foods and inadequate shellfish records, means customers eating fish, shellfish, or other items at risk for parasites were not warned and the kitchen had no documented process for eliminating that risk.

Bowl Bar on Anderson Road was the only facility this week cited for inadequate handwashing facilities, meaning the physical infrastructure for proper hand hygiene was absent or non-functional. Inspectors also found no person in charge present, an employee not reporting illness symptoms, improper handwashing technique, parasite destruction violations, improperly stored chemicals, and improper sewage or wastewater disposal.

Seven violations at a single facility is alarming on its own. At Bowl Bar, those seven covered management absence, hygiene infrastructure failure, illness reporting, parasite risk, chemical storage, and sewage, essentially every major category of food safety failure at once.

NCG Cinema at Citrus Park Town Center Mall drew seven high-severity violations including no person in charge, inadequate handwashing by employees, and toxic substances improperly identified, stored, or used. A movie theater concession stand is not typically where diners expect shellfish traceability violations, but inspectors cited inadequate shell stock identification records there as well.

El Churrascaso Grill Tampa on West Hillsborough Avenue was cited for parasite destruction procedures not followed, no person in charge, no employee health policy, improper handwashing technique, and improper sewage or wastewater disposal, along with improperly cleaned multi-use utensils at the intermediate level.

Olivos on West Waters Avenue drew six high-severity violations including no employee health policy, an employee not reporting illness symptoms, inadequate handwashing facilities, and inadequate shellfish traceability records. Inspectors also found single-use items being reused and improper use of wiping cloths.

China Wok on North Armenia Avenue was cited for improperly stored toxic chemicals alongside food contact surfaces not properly cleaned, no consumer advisory, and inadequate shellfish records.

Longbar Pub and Grill on Normandy Drive had five high-severity violations, including no person in charge and improperly stored toxic chemicals, with inspectors also noting inadequate ventilation and improperly maintained toilet facilities.

Gao Restaurant on North Himes Avenue was cited for food in poor condition, mislabeled, or adulterated, a violation that appeared at no other facility this week. Inspectors also found inadequate shellfish traceability records and food contact surfaces not properly cleaned, along with improper sewage disposal.

Hong Kong Hillsborough LLC on East Hillsborough Avenue drew a citation for required procedures for specialized processes not followed, meaning a smoking, curing, fermenting, or reduced-oxygen packaging process was being conducted without the documented controls that prevent botulism and other pathogens specific to those methods.

Hong Kong Restaurant on West Fletcher Avenue was cited for time as a public health control not properly used alongside inadequate shellfish records and no consumer advisory. Thomas P's Sports Bar and Patio on Henderson Road drew a citation for food not cooked to required minimum temperature, the only facility this week with that violation, combined with parasite destruction procedures not followed and inadequate shellfish records.

What These Violations Mean

The most widespread violation this week was no consumer advisory for raw or undercooked foods, cited at ten of the fifteen facilities. That posting requirement exists specifically to warn customers who are pregnant, elderly, immunocompromised, or very young that items like raw oysters, undercooked fish, or rare beef carry elevated risk. Without it, those customers have no way to make an informed choice at Salem's Fresh Eats, ATL Deli, Nuevo Asados, Top China, NCG Cinema, El Churrascaso, Olivos, China Wok, Gao Restaurant, Hong Kong Hillsborough, Hong Kong Restaurant, Thomas P's, or Rincon Guatemalteco.

The food from unapproved source violations at Salem's Fresh Eats, ATL Deli, and Nuevo Asados Al Carbon carry a specific traceability consequence. Food purchased outside licensed, inspected supply chains has bypassed USDA and FDA safety checkpoints. If a customer becomes ill, investigators have no chain of custody to trace back to a farm, processor, or distributor.

Parasite destruction violations at Top China, Bowl Bar, El Churrascaso, and Thomas P's mean that fish or other parasite-risk proteins were being served without documented freezing protocols or sufficient cooking temperatures to kill organisms like Anisakis roundworm or Trichinella. At Thomas P's, inspectors also found food not cooked to required minimum temperature, the only facility this week where undercooking was directly documented rather than inferred from missing protocols.

The illness reporting failures at Salem's Fresh Eats, ATL Deli, Bowl Bar, and Olivos represent the most direct human transmission risk in this week's data. Norovirus, which causes the majority of foodborne illness outbreaks in restaurant settings, spreads through food handled by infected workers. A single sick employee without a reporting requirement in place can expose dozens of customers before anyone connects the cases.

The Longer Record

El Churrascaso Grill Tampa has the longest inspection history of any facility in this week's data, with 39 prior inspections on record before this visit. Six high-severity violations on inspection number 40 is not the profile of a kitchen discovering new problems. The sewage disposal violation and the absence of any employee health policy after nearly four decades of inspections suggest neither condition was recently introduced.

China Wok on North Armenia Avenue has 30 prior inspections on record, and Nuevo Asados Al Carbon has 29. Both were cited again this week for food contact surfaces not properly cleaned and inadequate shellfish traceability records, categories that appear consistently across Tampa's most-inspected facilities.

Hong Kong Restaurant on Fletcher Avenue and Salem's Fresh Eats each have 28 prior inspections. Salem's eight high-severity violations this week, including the allergen awareness failure and the unapproved food source, represent the week's most serious single-facility finding at a location with a substantial inspection history.

The newest facilities in this week's data tell a different story. Hong Kong Hillsborough LLC has only seven prior inspections and already carries five high-severity violations including a specialized process failure. ATL Deli Tampa has six prior inspections and seven high-severity violations this week, including food from an unapproved source. Neither facility has had enough inspections to establish a pattern, but both are accumulating serious citations quickly.

Rincon Guatemalteco had 24 prior inspections before the April 23 emergency closure for roach and rodent activity. Whether prior visits documented pest conditions at that location has not been disclosed in the available records.
