TAMPA, FL. Tomato Joe's New York Pizzeria on West Waters Avenue drew seven high-severity violations in a single inspection last week, the most of any facility among 11 Tampa restaurants cited for serious food safety failures between July 31 and August 6, 2026.
The violations at the pizzeria at 7032 W Waters Ave covered nearly every major failure category in a food service inspection: no employee health policy, an employee not reporting illness symptoms, improper handwashing technique, inadequate shellfish identification records, unsanitized food contact surfaces, no consumer advisory for raw or undercooked items, and toxic chemicals improperly stored or labeled near food.

Three of the week's eleven cited facilities sit within a few blocks of each other on West Waters Avenue, and two of them are neighbors in the same shopping center.
Hong Kong Restaurant at 7026 W Waters Ave, directly next door to Tomato Joe's, drew six high-severity violations. The parasite destruction citation is notable because it applies to fish, pork, and wild game served raw or undercooked, and without proper freezing or cooking protocols, parasites including Anisakis and Trichinella can survive to reach a customer's plate.
Martin's BBQ at 7306 W Waters Ave collected four high-severity violations, including no employee health policy, improper handwashing, unsanitized food contact surfaces, and no consumer advisory. Inspectors also cited inadequate toilet facilities, a finding that matters beyond basic comfort: when restroom conditions discourage proper use, employee handwashing breaks down with it.
Beyond Waters Avenue
Union New American at 1111 N Westshore Blvd drew four high-severity violations, including one that stands out from the rest of this week's findings: food from an unapproved or unknown source. That citation means inspectors could not verify that at least some of the food served there had passed federal safety inspections. A second high-severity violation noted food not cooked to the required minimum temperature, a combination that compounds the risk considerably.
Waffle House 2216 at 3009 W Columbus Drive was cited for four high-severity violations, including improper use of time as a public health control. When a facility uses time rather than temperature to manage food safety, strict written procedures are required. Inspectors also cited single-use items being reused, a practice that introduces contamination through items designed to be discarded after one use.

Panera Bread Bakery at 6001 W Waters Ave drew three high-severity violations: improper handwashing technique, unsanitized food contact surfaces, and no consumer advisory.
Bar Louie at 2223 N Westshore Blvd was cited for food from an unapproved or unknown source, making it the second Westshore-area facility this week with that violation, alongside Union New American. Inspectors also noted improper sewage or wastewater disposal, a finding that creates risk of fecal contamination throughout the facility.
Mandy's Restaurant at 4025 W Waters Ave, sharing a shopping center address with Triana Caribbean Sandwish Shop, drew two high-severity violations: an employee not reporting illness symptoms and unsanitized food contact surfaces.

What These Violations Mean
The most recurring high-severity violation this week, appearing at Tomato Joe's, Hong Kong Restaurant, Martin's BBQ, Waffle House 2216, Triana Caribbean Sandwish Shop, Mandy's Restaurant, and Union New American, was some form of employee illness reporting failure, whether the absence of a written health policy or an employee actively not reporting symptoms. These are not paperwork problems. Food workers are the primary transmission route for Norovirus, which causes roughly 20 million illnesses in the United States each year. A single sick employee handling food without restriction can infect dozens of customers before anyone connects the cases.
The shellfish traceability violations at Tomato Joe's, Hong Kong Restaurant, Waffle House 2216, and 305 Bites carry a specific risk that most diners don't consider. Shellfish are filter feeders that concentrate pathogens including Vibrio, Hepatitis A, and norovirus from the water around them. State and federal rules require restaurants to keep the tags from every shellfish shipment for 90 days precisely so that, if customers fall ill, investigators can trace the harvest location. Without those records, the traceability chain breaks entirely.
The food-from-unapproved-sources citations at Union New American and Bar Louie represent a different category of risk. Food that bypasses USDA and FDA inspection has no verified safety history. Several of this week's facilities are not newcomers to the inspection process, and their histories add context to what inspectors found last week.
Mandy's Restaurant has 36 prior inspections on record, the longest history of any facility in this week's group. The food contact surface violation cited this week is one of the most fundamental failures in food service sanitation, and it appeared at a restaurant that has been inspected more than three dozen times.
Martin's BBQ carries 32 prior inspections, and Hong Kong Restaurant has 31. Both were cited this week for unsanitized food contact surfaces and no consumer advisory for raw or undercooked foods, violations that appear frequently enough in the inspection record that their continued presence across dozens of visits is its own finding.
Bar Louie has 25 prior inspections and Panera Bread Bakery has 24. Both drew high-severity violations this week despite extensive inspection histories.
At the other end of the spectrum, 305 Bites on South Ware Boulevard has only two prior inspections on record, making it one of the newest facilities in this week's group. It was cited for three high-severity violations, including shellfish traceability failures and no consumer advisory, before it has had much opportunity to build a compliance record in either direction.
Union New American has nine prior inspections and drew four high-severity violations this week, including the food-from-unapproved-source citation. That violation requires inspectors to identify what food came from where, and the record does not indicate that question was resolved during the inspection.
