KISSIMMEE, FL. Twelve restaurants in the Orlando tourist corridor, including several steps from International Drive hotels, accumulated a combined 95 high-severity violations during state inspections conducted September 7 through September 13, 2026, with one restaurant on International Drive drawing 13 high-severity citations in a single visit.

Baires Grill at 8050 International Drive led the week with 13 high-severity violations, the highest single-facility count in this inspection period. Inspectors cited the restaurant for food from unapproved or unknown sources, inadequate handwashing facilities, improper hand and arm washing technique, failure to follow parasite destruction procedures, and improperly cleaned food contact surfaces. Employees were also cited for not reporting illness symptoms, and the facility had no written employee health policy.

Two additional violations at Baires Grill involved shellfish traceability. Inspectors found inadequate shell stock identification records, meaning the origin of oysters, clams, or mussels served there could not be traced if a customer became ill.

Joyful Tasty Palace at 5210 W. Colonial Drive drew 11 high-severity violations, second only to Baires Grill for the week. Inspectors found no person in charge present or performing duties, no employee health policy, employees not reporting illness symptoms, food from unapproved sources, and food not cooked to required minimum temperatures. Food contact surfaces were also cited as improperly cleaned.

Corazon Cocina Mexicana at 6800 Visitors Circle accumulated nine high-severity violations. The Visitors Circle address puts this restaurant in the heart of the tourist corridor. Inspectors found food from unapproved sources, failure to follow parasite destruction procedures, improperly cleaned food contact surfaces, and no consumer advisory posted for raw or undercooked foods.

Kobe Japanese Steak House at 8148 International Drive received eight high-severity citations, including inadequate shell stock identification records, toxic chemicals improperly stored or labeled, food from unapproved sources, and required procedures for specialized processes not followed. Kobe's menu includes raw fish preparations, making the consumer advisory gap and the shellfish traceability failure particularly relevant for diners.

World Cafe at 6582 International Drive was also cited for eight high-severity violations, among them food from unapproved sources, inadequate shell stock identification records, failure to follow parasite destruction procedures, and food not cooked to required minimum temperatures. Improper handwashing technique and no employee health policy rounded out the list.

Little Haiti Pate Kode at 5555 W. Colonial Drive drew eight high-severity violations including two separate chemical storage citations: toxic chemicals improperly stored or labeled, and toxic substances improperly identified, stored, or used. Inspectors also found no person in charge, inadequate shell stock identification records, and improper handwashing technique.

Tijuana Flats Burrito Company at 1024 Avalon Park Boulevard received eight high-severity violations, including a citation that no allergen awareness was demonstrated by staff. Inspectors also found food in poor condition or adulterated, food not cooked to required minimum temperature, toxic chemicals improperly stored, and no person in charge.

Cucina Pizza and Bar at 54 W. Church Street drew eight high-severity violations including food in poor condition or adulterated, no person in charge, improper handwashing technique, time as a public health control not properly used, no consumer advisory for raw or undercooked foods, and toxic chemicals improperly stored.

Mecatos Bakery and Cafe at 20 N. Orange Avenue was cited for seven high-severity violations, including food from unapproved sources, failure to follow parasite destruction procedures, inadequate shell stock identification records, and food not cooked to required minimum temperatures. No person in charge was present.

Mexican Restaurant Las Cazuelas at 457 S. Avalon Park Boulevard received seven high-severity violations. Inspectors found inadequate handwashing facilities, no employee health policy, improper handwashing technique, no consumer advisory for raw or undercooked foods, toxic chemicals improperly stored, and an intermediate citation for improper sewage or wastewater disposal.

I Love NY Pizza and Subs at 6602 Old Winter Garden Road drew five high-severity violations along with an intermediate citation for improper sewage or wastewater disposal. Inspectors also found single-use items being improperly reused and inadequate ventilation and lighting. High-severity findings included toxic substances improperly stored and required procedures for specialized processes not followed.

Grazie at 3101 Corrine Drive drew the fewest high-severity violations of the twelve facilities, with three citations: food contact surfaces not properly cleaned, time as a public health control not properly used, and toxic substances improperly identified, stored, or used. Inspectors also noted inadequate cooling equipment and inadequate ventilation.

What These Violations Mean

The most widespread high-severity violation across this week's inspections was the combination of no written employee health policy and employees not reporting illness symptoms. Together, those two failures appeared at Baires Grill, Joyful Tasty Palace, Corazon Cocina Mexicana, World Cafe, Little Haiti Pate Kode, Tijuana Flats, Cucina Pizza and Bar, Mecatos Bakery, and Mexican Restaurant Las Cazuelas. A sick food worker without any policy requiring them to report illness or stay home is the most direct route from one person's Norovirus to a dining room full of tourists who are about to board a flight home.

Food from unapproved or unknown sources, cited at Baires Grill, Joyful Tasty Palace, Corazon Cocina Mexicana, Kobe Japanese Steak House, World Cafe, and Mecatos Bakery, means the supply chain for that food bypasses federal inspection. If a customer gets sick, there is no paperwork trail to trace the contaminated ingredient back to its origin.

Three facilities on or adjacent to International Drive, including Baires Grill, Kobe Japanese Steak House, and World Cafe, were cited for inadequate shell stock identification records. Shellfish are consumed raw or lightly cooked and carry a higher baseline risk of Vibrio and Norovirus contamination than most foods. Without shellfish tags on file, the harvest location and date cannot be determined after the fact.

The allergen awareness citation at Tijuana Flats is a different category of risk. Food allergies send 30,000 Americans to emergency rooms each year. A tourist with a severe allergy who asks whether a dish contains a specific ingredient and receives an incorrect answer from staff who have no allergen training faces a medical emergency with no nearby hospital familiar with their history.

The Longer Record

The data provided for this inspection period does not include prior inspection counts for individual facilities, which limits direct comparison of this week's findings against each restaurant's cumulative history. What the records do show is the severity distribution across a single week, and it is notable that five of the twelve facilities, Joyful Tasty Palace, Little Haiti Pate Kode, Tijuana Flats Burrito Company, Cucina Pizza and Bar, and Mexican Restaurant Las Cazuelas, were cited for no person in charge present or not performing duties. CDC data associates that specific condition with three times the rate of critical violations. It is not a paperwork deficiency; it is a structural condition that allows other failures to accumulate unchecked.

Corazon Cocina Mexicana's address on Visitors Circle places it directly within the theme park and convention hotel district. The nine high-severity violations there, including unapproved food sources and no consumer advisory for raw or undercooked items, are findings that would concern any diner, but they carry added weight in a corridor where visitors are unlikely to have a personal physician nearby, may not speak English as a first language, and have no way to evaluate a kitchen they cannot see.

Kobe Japanese Steak House, which offers tableside cooking and raw fish preparations as core menu items, drew eight high-severity violations including the failure to follow required procedures for specialized processes. Teppanyaki and sushi preparations fall into the category of specialized processes that require documented protocols precisely because the cooking and serving methods involve higher inherent risk. That citation, combined with the absence of a consumer advisory for raw or undercooked foods, means customers ordering raw preparations at Kobe had no written notice of the risk.

Baires Grill's 13 high-severity violations in a single inspection remain the unresolved fact at the center of this week's record.
