KISSIMMEE, FL. State inspectors cited 12 Orlando-area restaurants for high-severity health violations during the week of September 10 through September 16, 2026, with two locations each drawing eight high-priority citations in a single visit and a third accumulating seven that included food sourced from uninspected suppliers.
World Cafe on International Drive drew eight high-severity violations, among the most serious of which were food arriving from unapproved or unknown sources, failure to follow parasite destruction procedures, and inadequate shellfish identification records. Inspectors also documented employees not reporting illness symptoms and improper handwashing technique. Food contact surfaces were not properly cleaned or sanitized, and food was not cooked to required minimum temperatures.
Tijuana Flats Burrito Company on Avalon Park Boulevard also drew eight high-severity violations. The list included no person in charge performing duties, employees not reporting illness symptoms, food in poor condition or adulterated, food contact surfaces not properly cleaned, food not cooked to minimum temperature, no consumer advisory for raw or undercooked items, toxic chemicals improperly stored, and no allergen awareness demonstrated. That last citation, allergen awareness, is among the rarest and most acutely dangerous violations inspectors document.
What Inspectors Found Across the Corridor
Mecatos Bakery and Cafe on North Orange Avenue drew seven high-severity violations, including food from unapproved sources, failure to follow parasite destruction procedures, inadequate shellfish identification records, food not cooked to minimum temperature, no person in charge, employees not reporting illness, and improper handwashing technique. A downtown bakery with shellfish traceability problems is an unusual combination, and the parasite destruction citation adds a second layer of concern for any raw or undercooked items on the menu.
Talay on North Orange Avenue drew seven high-severity violations with no intermediate violations at all. Inspectors cited the restaurant for food from unapproved sources, improper handwashing, food contact surfaces not properly cleaned, time used improperly as a public health control, no consumer advisory for raw or undercooked foods, toxic chemicals improperly stored, and employees not reporting illness.
Napasorn Thai Restaurant on East Pine Street also drew seven high-severity violations, including two separate chemical-related citations: toxic chemicals improperly stored and toxic substances improperly identified, stored, or used. Inspectors also cited the restaurant for food from unapproved sources, improper handwashing, unclean food contact surfaces, no consumer advisory for raw items, and employees not reporting illness. An intermediate violation for improper sewage or wastewater disposal was also documented.
Ten Ten Seafood and Grill on West Colonial Drive drew seven high-severity violations and five intermediate violations, the highest intermediate count of any facility this week alongside World Cafe. The high-priority list included food not cooked to minimum temperature, time improperly used as a public health control, no consumer advisory, toxic chemicals improperly stored, employees not reporting illness, improper handwashing, and unsanitized food contact surfaces. Inspectors also documented improper sewage or wastewater disposal as an intermediate violation.
Mexican Restaurant Las Cazuelas on South Avalon Park Boulevard drew seven high-severity violations including no person in charge, no employee health policy, inadequate handwashing facilities, improper handwashing technique, unclean food contact surfaces, no consumer advisory for raw items, and toxic chemicals improperly stored. An intermediate citation for improper sewage or wastewater disposal was also on the report.
Neighbors on Corrine Drive drew six high-severity violations, including food contaminated by chemical, physical, or biological hazards, food from unapproved sources, parasite destruction procedures not followed, no employee health policy, no person in charge, and food contact surfaces not properly cleaned.
Nan King Restaurant on Old Winter Garden Road drew five high-severity violations: employees not reporting illness, parasite destruction procedures not followed, food contact surfaces not properly cleaned, no consumer advisory for raw items, and toxic chemicals improperly stored. Intermediate violations included improper sewage disposal and single-use items being reused.
Grazie on Corrine Drive drew three high-severity violations: food contact surfaces not properly cleaned, time improperly used as a public health control, and toxic substances improperly identified or stored. Inadequate cooling and cold-holding equipment was cited as an intermediate violation, a finding that compounds the time-control citation.
Little Haiti Pate Kode on West Colonial Drive and Third K Cafe on Curry Ford Road each drew two high-severity violations. Little Haiti Pate Kode was cited for toxic chemicals improperly stored and toxic substances improperly identified or stored. Third K Cafe was cited for food in poor condition or adulterated and food contact surfaces not properly cleaned.
What These Violations Mean
The food-from-unapproved-sources citation, documented at World Cafe on International Drive, Mecatos Bakery and Cafe, Talay, and Neighbors, carries a specific risk that goes beyond the food itself. When product enters a restaurant outside the regulated supply chain, there is no traceability if a customer gets sick. A Listeria or Salmonella outbreak traced to an approved distributor can be recalled and tracked within hours. Food from an uninspected or unknown source cannot.
The parasite destruction citations at World Cafe, Mecatos, Nan King, and Neighbors are directly linked to the consumer advisory violations documented at several of the same facilities this week. Parasite destruction requires either cooking fish or certain meats to required temperatures or freezing them at specific temperatures for a defined period. When a restaurant skips that step and also fails to post a consumer advisory, diners with no idea they are eating a raw or undercooked item have no opportunity to make an informed choice.
The allergen awareness citation at Tijuana Flats is the single most acute individual violation in this week's data. Food allergies affect roughly 32 million Americans, and an allergic reaction can become life-threatening within minutes. A restaurant that cannot demonstrate allergen awareness is not equipped to tell a customer whether a dish contains peanuts, tree nuts, shellfish, or any of the other major allergens.
The sewage and wastewater disposal violations at Ten Ten Seafood and Grill, Napasorn Thai, Mexican Restaurant Las Cazuelas, and Nan King are not a paperwork issue. Raw sewage carries fecal pathogens including E. coli and Hepatitis A. When wastewater is not properly contained and disposed of, those pathogens can reach food preparation surfaces, equipment, and hands.
The Longer Record
The data does not include prior inspection counts for the facilities cited this week, which limits direct historical comparison. What the record does show is that several of these locations are established businesses at fixed addresses in high-traffic corridors, not pop-up operations or newly licensed kitchens. World Cafe sits on International Drive, one of the most visited restaurant corridors in the state, serving a tourist population that has no prior knowledge of a location's inspection history and no practical way to check it before sitting down.
The clustering of illness-reporting failures is the most consistent pattern in this week's data. Eight of the twelve facilities were cited for employees not reporting illness symptoms, no employee health policy, or both. That is not a coincidence of timing. It reflects a structural gap in how these kitchens are managed, one that persists regardless of cuisine type, price point, or neighborhood.
Tijuana Flats drew eight high-severity violations and was the only facility this week cited for no allergen awareness. That citation has not been corrected in the public record as of the inspection date.
