KISSIMMEE, FL. The restaurant at 5748 International Drive that bills itself as Spicy Girl drew 12 high-severity violations in a single inspection during the week of August 4, the worst single-facility count among a dozen Orlando-area restaurants flagged by state inspectors along the region's busiest tourist corridors.

The violations at Spicy Girl included food sourced from unapproved or unknown suppliers, no employee health policy, an employee not reporting illness symptoms, improper handwashing technique, inadequate shell stock identification, and food contact surfaces that were not properly cleaned or sanitized. Inspectors also cited the facility for misusing time as a public health control and found no person in charge present or performing duties during the visit.

That last finding matters. CDC data links the absence of active managerial control to three times as many critical violations at a given facility.

Red Lobster at 5936 International Drive drew 10 high-severity violations, including failures on employee illness reporting, handwashing technique, shell stock identification, parasite destruction procedures, food contact surface sanitation, minimum cooking temperatures, time as a public health control, and consumer advisory requirements for raw or undercooked foods. That last citation means customers ordering items like raw oysters or undercooked fish were not informed of the associated health risks.

Sickies Burgers and Brews at 11701 International Drive also reached 10 high-severity violations. Inspectors cited the restaurant for no employee health policy, an employee not reporting illness symptoms, improper handwashing technique, food from unapproved sources, parasite destruction failures, unsanitary food contact surfaces, food not cooked to minimum required temperatures, and no consumer advisory for raw or undercooked items.

White Wolf Cafe and Bar at 1829 N Orange Avenue accumulated nine high-severity violations, among them two separate handwashing failures: inadequate handwashing by employees and improper technique. Inspectors also found food from unapproved sources, inadequate shell stock records, unsanitary food contact surfaces, food not reaching minimum cooking temperatures, and improperly stored or labeled toxic chemicals.

Persis Indian Grill at 5931 International Drive matched that count with nine high-severity citations, including no employee health policy, improper handwashing technique, shell stock identification failures, unsanitary food contact surfaces, minimum cooking temperature violations, improper use of time as a public health control, no consumer advisory, and improperly stored chemicals.

Pesaro's Pizza at 3464 Avalon Park East Boulevard drew nine high-severity violations as well, including no person in charge present, an employee not reporting illness, improper handwashing technique, food from unapproved sources, unsanitary food contact surfaces, cooking temperature violations, misuse of time as a public health control, and no consumer advisory.

China Brothers at 3020 Lamberton Boulevard received eight high-severity citations, including employee illness reporting failures, improper handwashing technique, food from unapproved sources, inadequate shell stock identification, parasite destruction failures, unsanitary food contact surfaces, improper use of time as a public health control, and improperly stored chemicals.

Dixie Belles Cafe at 7125 S Orange Avenue also drew eight high-severity violations. Inspectors cited the facility for no employee health policy, an employee not reporting illness, two separate handwashing failures, unsanitary food contact surfaces, no consumer advisory, improperly stored chemicals, and no demonstrated allergen awareness.

Sazoncito Latin Food at 4542 S Semoran Boulevard received six high-severity violations, including no employee health policy, improper handwashing technique, food from unapproved sources, unsanitary food contact surfaces, no consumer advisory, and improperly stored chemicals. Inspectors also noted improper sewage or wastewater disposal.

Juicy Crab at 7308 International Drive drew four high-severity violations: employee illness reporting failures, unsanitary food contact surfaces, cooking temperature violations, and improperly stored chemicals. The facility also received intermediate citations for improper sewage disposal, multi-use utensils not properly cleaned, inadequate ventilation and lighting, and improper waste disposal.

Pub Orlando at 9101 International Drive received four high-severity violations, including an employee not reporting illness symptoms, food not cooked to minimum required temperatures, improperly stored chemicals, and required procedures for specialized processes not followed. An intermediate citation for improper sewage or wastewater disposal was also on the report.

Juicy Bites at 12125 Apopka Vineland Road recorded one high-severity violation for food contact surfaces not properly cleaned or sanitized, along with an intermediate citation for inadequate ventilation and lighting.

What These Violations Mean

The most common high-severity violation across all 12 facilities this week was food contact surfaces not properly cleaned or sanitized, cited at every location except Pub Orlando and Juicy Bites. Cutting boards, prep tables, and slicing equipment that are not properly sanitized between uses transfer bacteria directly onto food. This is not a theoretical risk: it is one of the most documented pathways for cross-contamination in outbreak investigations.

Eight of the 12 facilities were cited for employees not reporting illness symptoms. This is the violation with the most direct outbreak potential. A single food worker with Norovirus who handles ready-to-eat food can infect dozens of customers in a single shift. On a tourist corridor where visitors are cycling through restaurants daily, that exposure risk is not limited to local residents.

Four facilities, including Spicy Girl, Sickies Burgers and Brews, White Wolf Cafe and Bar, China Brothers, and Sazoncito Latin Food, were cited for food from unapproved or unknown sources. When food enters a restaurant from an uninspected supplier, there is no traceability chain. If a customer gets sick, investigators cannot trace the food back to its origin to identify whether others were exposed.

The shell stock identification failures at Red Lobster, Spicy Girl, White Wolf Cafe and Bar, Persis Indian Grill, and China Brothers carry a specific risk for shellfish eaters. Oysters, clams, and mussels are frequently consumed raw or lightly cooked. Without proper harvest tags and records, a facility cannot identify where its shellfish came from if a customer reports illness, and regulators cannot pull a contaminated lot before more people are affected.

The Longer Record

The data does not include prior inspection counts for these facilities, which limits how far back this week's findings can be placed in historical context. What the violation categories themselves show, however, is a pattern that does not suggest isolated lapses.

Facilities cited simultaneously for no employee health policy, no person in charge, and food from unapproved sources, as Spicy Girl and Pesaro's Pizza were, are not dealing with a single missed step. Those three violations together describe a management environment where foundational food safety systems are not in place.

Red Lobster on International Drive is a national chain with standardized training protocols. Ten high-severity violations in a single inspection at a franchise location, including parasite destruction failures and consumer advisory omissions for a restaurant whose menu centers on seafood, is a finding that sits in tension with that corporate infrastructure.

Dixie Belles Cafe was cited for no allergen awareness demonstrated, a violation that affects the 32 million Americans living with food allergies. That citation, combined with no employee health policy and two separate handwashing failures at the same inspection, points to a facility where food safety training has not reached the floor.
