CHARLOTTE COUNTY, FL. Two Port Charlotte restaurants each accumulated seven high-severity violations during the week of July 21, 2026, with inspectors citing unapproved food sources, parasite destruction failures, and employees showing illness symptoms who were never required to report them.

Healthy Pho at 19410 Cochran Blvd drew the county's most alarming single-facility citation list: seven high-severity violations covering food from unapproved or unknown sources, inadequate shellfish traceability records, parasite destruction procedures not followed, improperly cleaned food contact surfaces, toxic chemicals improperly stored, an employee not reporting illness symptoms, and improper handwashing technique. Three intermediate violations for improperly cleaned multi-use utensils rounded out the report.

Prime at 19665 Cochran Blvd matched that count exactly. Inspectors cited no written employee health policy, an employee not reporting illness symptoms, improper handwashing technique, food from unapproved sources, parasite destruction failures, improperly cleaned food contact surfaces, and no allergen awareness demonstrated by staff. An intermediate violation for improper sewage or wastewater disposal was also noted.

Those two restaurants sit less than a mile apart on the same road.

What Inspectors Found Across the County

Blue Heron Pizza Pub at 992 Tamiami Trail was cited for five high-severity violations, including food not cooked to required minimum temperature, no consumer advisory for raw or undercooked foods, food from unapproved sources, improper handwashing technique, and toxic chemicals improperly stored or labeled.

Little Guys Pizza and Subs at 117 W Marion St in Punta Gorda also drew five high-severity violations. Inspectors found an employee not reporting illness symptoms, improper handwashing technique, food contact surfaces not properly cleaned, food not cooked to required minimum temperature, and no consumer advisory for raw or undercooked foods. An intermediate violation flagged inadequate cooling and cold holding equipment.

Ice House Pub at 408 Tamiami Trail in Punta Gorda was cited for no employee health policy, improper handwashing technique, food from unapproved sources, and parasite destruction procedures not followed. Inspectors also noted inadequate cooling and cold holding equipment.

Tasty Wok at 4265 Tamiami Trail had four high-severity violations: no employee health policy, improper handwashing technique, no consumer advisory for raw or undercooked foods, and no allergen awareness demonstrated. Two intermediate violations covered improperly cleaned multi-use utensils and inadequate ventilation and lighting.

Winesett House at 139 W Marion Ave in Punta Gorda drew four high-severity violations, including inadequate shellfish identification records, parasite destruction procedures not followed, food not cooked to required minimum temperature, and no written employee health policy.

Red Lobster at 1331 Tamiami Trail was cited for food from unapproved sources, food contact surfaces not properly cleaned, no consumer advisory for raw or undercooked foods, and toxic chemicals improperly stored or labeled.

Enclave at 43091 Greenway Blvd in Punta Gorda had four high-severity violations tied to the absence of a person in charge performing duties, an employee not reporting illness symptoms, inadequate handwashing facilities, and food in poor condition or adulterated. Two intermediate violations flagged inadequate cooling equipment and improperly maintained toilet facilities.

Holiday Inn Express and Suites at 9075 Mac Dr in Punta Gorda was cited for improper handwashing technique, inadequate shellfish identification records, and food not cooked to required minimum temperature.

Wendy's at 24180 Veterans Blvd drew three high-severity violations: an employee not reporting illness symptoms, inadequate handwashing by food employees, and food contact surfaces not properly cleaned or sanitized.

Finnegan's Grille and Pub at 1825 Tamiami Trail was cited for food contact surfaces not properly cleaned and toxic chemicals improperly stored or labeled.

What These Violations Mean

The most pervasive finding this week was improper or inadequate handwashing, cited at Healthy Pho, Prime, Blue Heron Pizza Pub, Little Guys Pizza and Subs, Ice House Pub, Tasty Wok, Holiday Inn Express, and Wendy's. Handwashing failures are not a paperwork problem. Pathogens including norovirus, Salmonella, and E. coli transfer directly from hands to food, and improper technique, meaning insufficient time, skipped steps, or no soap, leaves contamination on hands even when an employee believes they have washed them.

The second most common finding was food from unapproved or unknown sources, documented at Healthy Pho, Prime, Blue Heron Pizza Pub, Ice House Pub, and Red Lobster. Food that bypasses USDA and FDA inspection systems carries no traceability. If a customer gets sick, investigators cannot trace the product back to its origin, cannot identify other affected facilities, and cannot issue a recall. The supply chain simply goes dark.

Three facilities, Healthy Pho, Ice House Pub, and Winesett House, were cited for failing to follow parasite destruction procedures. Fish served raw or undercooked must be frozen to specific temperatures for specific durations to kill parasites including Anisakis and tapeworm. Without that step, those organisms reach the customer's plate alive.

Employee illness reporting failures appeared at Healthy Pho, Prime, Little Guys Pizza and Subs, Enclave, and Wendy's. Norovirus is the leading cause of foodborne illness outbreaks in restaurant settings, and a single infected worker handling food without restriction can expose dozens of customers in a single shift. The absence of a written health policy, cited at Prime, Ice House Pub, Tasty Wok, Winesett House, and Enclave, means there is no formal system requiring workers to disclose symptoms before they begin service.

The Longer Record

The inspection history available for this week's worst performers places the findings in sharper relief. Red Lobster at 1331 Tamiami Trail carries one of the longer records among facilities cited this week, and four high-severity violations at an established national chain operation, including food from unapproved sources and improperly stored chemicals, is a notable result for a location with corporate-level food safety infrastructure behind it.

Winesett House, cited for four high-severity violations including shellfish traceability failures and undercooked food, operates in a market, Punta Gorda's downtown dining corridor, where inspectors are active and the record is cumulative. The shellfish traceability citation is particularly significant: without proper shellfish tags and records, there is no mechanism to identify the harvest location or date if a customer becomes ill after eating oysters or clams.

Enclave at 43091 Greenway Blvd was cited for the absence of a person in charge performing duties, a finding that correlates directly with the cascade of other violations found in the same inspection. CDC data links the absence of active managerial control to three times more critical violations in a given inspection. Enclave's inspection this week produced four high-severity and two intermediate violations, a pattern consistent with that finding.

Little Guys Pizza and Subs in Punta Gorda drew five high-severity violations despite operating in a smaller footprint than the chain restaurants on the list. The facility was cited for both food not cooked to required minimum temperature and no consumer advisory for raw or undercooked foods, a combination that means customers were not being told that food might be served below the temperature required to kill Salmonella, and the kitchen was not reliably hitting that temperature anyway.

Of the 28 inspections conducted across 25 facilities in Charlotte County during the week, 12 facilities drew two or more high-severity violations. That is nearly half the facilities inspected. Healthy Pho and Prime, the two top violators, had not had their responses to this week's findings entered into the public record as of publication.
