The facility additionally lacked any demonstrated allergen awareness, and inspectors cited improper sewage or wastewater disposal as an intermediate violation.

The restaurant also lacked adequate cooling or cold holding equipment.

Tasty Wok on Tamiami Trail drew four high-severity citations for no employee health policy, improper handwashing technique, no consumer advisory for raw or undercooked foods, and no demonstrated allergen awareness. Inspectors also found multi-use utensils improperly cleaned and noted inadequate ventilation and lighting.

Enclave on Greenway Boulevard in Punta Gorda was cited for four high-severity violations, including a finding that the person in charge was not present or not performing duties. Cooling equipment and toilet facilities were both found inadequate.

Kiwami Sushi Ramen on Tamiami Trail was cited for food in poor condition, food not cooked to required minimum temperature, and toxic substances improperly identified, stored, or used. Inspectors also found improper sewage or wastewater disposal and single-use items being reused.
Saigon Banh Mi and Tea on El Jobean Road drew three high-severity violations for an employee not reporting illness symptoms, improper handwashing technique, and food from unapproved sources. Inspectors noted improper sanitizing solution or procedures as an intermediate violation.
Finnegan's Grille and Pub on Tamiami Trail received two high-severity violations: improperly sanitized food contact surfaces and toxic chemicals stored or labeled improperly.
What These Violations Mean
The most alarming pattern across this week's inspections is the concentration of illness-reporting failures. Inspectors found employees not reporting symptoms of illness at PRIME, Healthy Pho, Little Guys Pizza and Subs, Enclave, and Saigon Banh Mi and Tea. Food workers who come in sick and do not report it are the primary driver of multi-victim outbreaks. Norovirus, which spreads through vomit and fecal matter, can survive on surfaces for weeks and requires an infectious dose of fewer than 20 viral particles to sicken a person. When no health policy exists to require reporting, as was the case at PRIME, Tasty Wok, Winesett House, and Ice House Pub, there is no mechanism to remove a sick worker before the damage is done.
The unapproved food source citations at PRIME, Healthy Pho, Blue Heron Pizza Pub, Red Lobster, Ice House Pub, and Saigon Banh Mi and Tea carry a different kind of risk. Food that bypasses USDA or FDA inspection has no traceability. If a customer gets sick, investigators cannot trace the product back to a supplier, cannot issue a recall, and cannot determine how many other restaurants received the same contaminated batch.
Parasite destruction failures at PRIME, Healthy Pho, Winesett House, and Ice House Pub are particularly serious in a county where seafood is central to many menus. Fish served raw or undercooked must be frozen to specific temperatures for specific durations to kill parasites including Anisakis and tapeworm. Skipping that step means customers eating sushi, ceviche, or lightly prepared fish have no protection.
The allergen violations at PRIME and Tasty Wok are not paperwork failures. Food allergies send 30,000 Americans to emergency rooms each year and kill hundreds. When staff cannot demonstrate allergen awareness, a customer with a severe allergy to shellfish, peanuts, or tree nuts has no reliable way to make a safe choice from the menu.

That corridor accounts for a disproportionate share of the county's high-severity citations this week.
The two Punta Gorda facilities with shellfish traceability failures, Winesett House and Healthy Pho, drew that citation alongside other serious violations including parasite destruction failures and missing health policies. Shellfish traceability records exist specifically so that if a customer develops Vibrio or hepatitis A after eating oysters or clams, investigators can identify the harvest location and pull the product. Without those records, that chain of accountability breaks entirely.
Red Lobster's four high-severity violations, including food from unapproved sources at a national chain with established supplier protocols, is a finding that sits unresolved in this week's record.
