WEST PALM BEACH, FL. Keese's on Clematis Street drew five high-severity violations in a single inspection this week, including food sourced from an unapproved or unknown supplier and toxic chemicals stored or labeled improperly near food, making it the most-cited facility in a week that saw 15 West Palm Beach restaurants flagged for serious violations.

The inspection of Keese's, at 540 Clematis St., also documented an employee not reporting illness symptoms, inadequate handwashing facilities, and improper hand and arm washing technique. All five citations carry the highest severity designation the state assigns.

The week began with a closure. State records show Jerk Island Take Out Rest at 1739 W. 45th St. was ordered shut on August 19 after inspectors found roach activity on the premises. The restaurant drew one high-severity citation for having no employee health policy or an inadequate one.

The intermediate citation was for improper sewage or wastewater disposal.

Golden City on Palm Beach Lakes Boulevard drew four high-severity citations: an employee not reporting illness symptoms, inadequate handwashing by food employees, improper hand and arm washing technique, and toxic chemicals improperly stored or labeled.

Park West Palm at 7301 Georgia Ave. also received four high-severity violations. Inspectors cited no person in charge present, an employee not reporting illness symptoms, improper handwashing technique, and food contact surfaces not properly cleaned or sanitized.

Residence Inn by Marriott West Palm Beach Downtown at 455 Hibiscus St. drew four high-severity citations including inadequate handwashing by food employees, inadequate shell stock identification records, food contact surfaces not properly cleaned or sanitized, and no allergen awareness demonstrated by staff.

Palm Beach Lobsters and Seafood at 2501 N. Dixie Hwy. was cited for no person in charge, improper handwashing technique, and inadequate shell stock identification records, plus an intermediate violation for multi-use utensils not properly cleaned.

Kouun Asian Eatery on Belvedere Road received three high-severity violations: an employee not reporting illness symptoms, inadequate handwashing facilities, and improper handwashing technique.

This Is It Cafe at 444 24th St. drew three high-severity citations, including food not cooked to the required minimum temperature, food contact surfaces not properly cleaned or sanitized, and no consumer advisory posted for raw or undercooked foods.

Wendy's 1696 at 3075 45th St. was cited for improper handwashing technique and inadequate shell stock identification records, along with an intermediate violation for improperly cleaned multi-use utensils. Paddock Room Rest at 1111 N. Congress Ave. received the same combination: shell stock identification failure, food contact surfaces not properly cleaned, and improperly cleaned multi-use utensils.

Wingstop at 5335 N. Military Trail drew citations for inadequate shell stock identification records and improperly stored or labeled toxic chemicals, plus an intermediate violation for multi-use utensils. Palm Beach Kennel Club Poker at 1111 Congress Ave. was cited for no person in charge and improper handwashing technique.

Daily Focaccia at 410 Evernia St. drew two high-severity citations: inadequate handwashing by food employees and food not cooked to the required minimum temperature. Johan's Joe at 401 S. Dixie Hwy. was cited for no employee health policy and an employee not reporting illness symptoms.

What These Violations Mean

The handwashing violations documented at Keese's, Golden City, Kouun Asian Eatery, Park West Palm, the Residence Inn, Daily Focaccia, and Palm Beach Lobsters and Seafood are not paperwork failures. Inspectors cited these restaurants for a combination of inadequate facilities, employees not washing hands at all, and employees using incorrect technique even when they did wash. Each failure is a distinct pathway: without a functioning handwashing station, proper hygiene is structurally impossible. Without correct technique, washing hands still leaves pathogens on skin. The two violations together, as documented at Keese's and Kouun Asian Eatery, compound the risk.

The employee illness violations at Keese's, Monroe's, Golden City, Park West Palm, Kouun Asian Eatery, Johan's Joe, and Jerk Island Tell a specific story about outbreak risk. Norovirus spreads primarily through food workers who handle food while ill and do not report symptoms. A written health policy and a culture of reporting are the only structural barriers. When both are absent, as they were at Monroe's and Johan's Joe this week, the facility has no mechanism to stop an infected worker from reaching food.

The food temperature violation at This Is It Cafe and Daily Focaccia carries direct pathogen implications. Salmonella in poultry survives below 165 degrees Fahrenheit. When food does not reach minimum internal temperatures, the cooking process does not eliminate bacteria that may have been present in the raw product. This Is It Cafe compounded that citation with a missing consumer advisory, meaning customers who might have chosen differently were not warned.

The shell stock identification failures at Monroe's, the Residence Inn, Palm Beach Lobsters and Seafood, Wendy's, Paddock Room, and Wingstop share a common consequence: if a customer becomes ill after eating shellfish, investigators cannot trace the product back to its harvest source. Shellfish are consumed raw or lightly cooked, and the harvest location determines contamination risk. Without tags and records, that traceability disappears entirely.

The Longer Record

Monroe's of Palm Beach carries the longest inspection history of any facility cited this week, with 41 prior inspections on record. This week's findings at Monroe's included sewage disposal problems alongside the full cluster of illness-reporting, health-policy, and management failures. Forty-one inspections is a long record, and the violations documented this week are not minor.

This Is It Cafe has 35 prior inspections on record, and Jerk Island Take Out Rest has 33. Both carry substantial histories. Jerk Island's roach-driven emergency closure this week is the most severe outcome in the dataset, and its 33-inspection record means state inspectors are not encountering this location for the first time.

Keese's, with 29 prior inspections, drew the most high-severity violations of any facility this week. Golden City has 27 prior inspections, as does Palm Beach Lobsters and Seafood. Paddock Room Rest also sits at 27. Each of these facilities has been inspected enough times that the violations documented this week are part of a longer pattern the records can speak to.

At the other end of the history axis, Kouun Asian Eatery has only 4 prior inspections on record and already carries three high-severity citations, including inadequate handwashing facilities, a structural problem that requires more than a policy change to correct. Park West Palm has 10 prior inspections and four high-severity violations this week. Daily Focaccia's prior inspection count was not included in state records.

Jerk Island Take Out Rest remained closed as of August 19 pending resolution of the roach activity that triggered the emergency order.
