TAMPA, FL. Luis's Garden Grille on West Hillsborough Avenue drew eight high-severity violations in a single inspection during the week of August 15, a tally that included undercooking food to unsafe temperatures, toxic chemicals stored improperly near food, and no demonstration of allergen awareness by staff. The restaurant at 4502 W Hillsborough Ave also had no active person in charge on site, no written employee health policy, and at least one employee who had not reported illness symptoms to management.

That was the worst single inspection of the week. But it was not the only one.

State inspectors flagged 15 Tampa-area restaurants for high-severity violations between August 15 and August 21, 2026, with several of those facilities carrying records that stretch back years without apparent resolution of the same categories of problems.

Mi Pueblito Bakery and Restaurant on North Armenia Avenue matched the week's second-highest tally with seven high-severity violations. Inspectors cited the restaurant for food sourced from an unapproved or unknown supplier, improper handwashing technique, no employee health policy, and food contact surfaces that had not been properly cleaned or sanitized. An employee was also found not reporting illness symptoms.

Yummy House China Bistro on East Hillsborough Avenue also drew seven high-severity violations. The citations there included no approved potable water supply, inadequate shell stock identification records for the shellfish it serves, no consumer advisory for raw or undercooked foods, and failure to follow required procedures for specialized cooking processes.

Riverside Seafood Tampa on East Fletcher Avenue accumulated seven high-severity violations including food from an unapproved source, no consumer advisory for raw or undercooked items, and inadequate handwashing facilities. Inspectors also found the restaurant had no person in charge performing duties and that food contact surfaces had not been properly cleaned.

LongHorn Steakhouse #5240 on East Fowler Avenue drew seven high-severity violations of its own, including food contaminated by chemical, physical, or biological hazards, inadequate shell stock identification records, and improper use of time as a public health control. The chain location also lacked a consumer advisory for raw or undercooked items and had sourced food from an unapproved or unknown supplier.

Harborview Cafe on North Rocky Point Drive drew five high-severity violations, including failure to follow parasite destruction procedures for fish and no consumer advisory for raw or undercooked foods. Inspectors also cited improper handwashing technique and inadequate shell stock identification records.

China 1 on North Dale Mabry Highway drew five high-severity violations, including an employee not reporting illness symptoms, improper handwashing technique, failure to follow parasite destruction procedures, and improperly cleaned food contact surfaces.

Baan Tawan Sushi on South Dale Mabry Highway drew five high-severity violations, among them food from an unapproved source, food in poor condition or adulterated, inadequate shell stock identification records, and improperly cleaned food contact surfaces.

Baygulls and Bakery on West Hillsborough Avenue drew five high-severity violations including failure to follow parasite destruction procedures, inadequate shell stock identification, improper handwashing technique, and no employee health policy.

Anchor Bar on East Davis Boulevard drew four high-severity violations including inadequate shell stock records, improperly cleaned food contact surfaces, improper handwashing technique, and no consumer advisory for raw or undercooked foods.

Checker's #474-7060 on West Waters Avenue drew four high-severity violations including an employee not reporting illness symptoms, food from an unapproved source, improper handwashing technique, and no consumer advisory for raw or undercooked items. Inspectors also noted inadequate cold-holding equipment and single-use items being reused.

Mangos Southern Kitchen and Bar on North Florida Avenue drew two high-severity violations: food not cooked to the required minimum temperature, and an employee not reporting illness symptoms.

Salem's Fresh Eats on North 50th Street drew two high-severity violations, both involving improperly cleaned food contact surfaces and no consumer advisory for raw or undercooked items.

Doodle Noodle Bar on West Linebaugh Avenue drew two high-severity violations for improperly cleaned food contact surfaces and no consumer advisory for raw or undercooked foods.

Talkin' Tacos, also on West Linebaugh Avenue, drew one high-severity violation for no consumer advisory, alongside an intermediate citation for improper sewage or wastewater disposal.

What These Violations Mean

The most urgent cluster of violations this week involves employee illness reporting and health policies, cited at Luis's Garden Grille, Mi Pueblito Bakery and Restaurant, China 1, Checker's, and Mangos Southern Kitchen and Bar. When a food worker who is sick with norovirus or Salmonella continues handling food without reporting symptoms, every dish that leaves the kitchen becomes a potential transmission vehicle. A single infected employee can expose dozens of customers before anyone realizes an outbreak has begun.

The food-from-unapproved-source violations at Mi Pueblito, Riverside Seafood, Baan Tawan Sushi, LongHorn Steakhouse, and Checker's carry a different kind of risk. When food bypasses USDA and FDA inspection channels, there is no traceability. If a customer gets sick, investigators have no supply chain to trace backward, and the contaminated batch can remain in circulation far longer.

Shellfish traceability violations, cited at Yummy House China Bistro, Riverside Seafood, Harborview Cafe, LongHorn Steakhouse, Baan Tawan Sushi, Baygulls and Bakery, and Anchor Bar, are directly connected to that same traceability problem. Oysters, clams, and mussels are frequently eaten raw or lightly cooked. Without proper identification tags on shellstock, a facility cannot determine where a batch came from if customers fall ill with Vibrio or norovirus.

Parasite destruction failures at Harborview Cafe, China 1, and Baygulls and Bakery represent a risk that is invisible to customers. Fish served raw or undercooked, including sushi and ceviche, must be frozen to specific temperatures for specific time periods to kill parasites such as Anisakis. When that protocol is skipped, the parasite survives into the finished dish.

The Longer Record

Yummy House China Bistro has 48 prior inspections on record, the longest history of any facility flagged this week. That means inspectors have visited the East Hillsborough Avenue restaurant nearly 50 times, and this week's visit still produced seven high-severity violations, including one for no approved potable water supply.

Mi Pueblito Bakery and Restaurant and Anchor Bar each carry 27 prior inspections. LongHorn Steakhouse #5240 has 28. Salem's Fresh Eats has 30, Doodle Noodle Bar has 32, and Talkin' Tacos has 36. Each of those facilities has been visited by inspectors enough times to have corrected recurring problems, yet all drew high-severity citations this week.

Checker's #474-7060 has 26 inspections on record and drew four high-severity violations this week, including food from an unapproved source and an employee not reporting illness. Harborview Cafe has 26 inspections on its record as well, and still produced a parasite destruction failure and missing shellstock records.

At the other end of the experience spectrum, Baan Tawan Sushi on South Dale Mabry has only two prior inspections on record and already drew five high-severity violations, including food from an unapproved source and adulterated food. Riverside Seafood Tampa has nine prior inspections and drew seven high-severity violations this week. Mangos Southern Kitchen and Bar, with seven prior inspections, drew citations for both undercooking and employee illness reporting.
