TAMPA, FL. Luis's Garden Grille on West Hillsborough Avenue drew eight high-severity violations in a single inspection last week, a tally that included undercooking food to unsafe temperatures, improperly storing toxic chemicals near food, and a complete absence of allergen awareness training, according to state records for the week of August 14 through August 20, 2026.

No person in charge was present or performing duties during the visit. Inspectors also found that no employee health policy existed, that workers were not reporting illness symptoms, and that food contact surfaces were not being properly cleaned or sanitized. The allergen violation alone places 32 million Americans with food allergies at direct risk, according to federal health data.

Fourteen other Tampa facilities were cited for high-severity violations the same week.

Brunchies on North Dale Mabry Highway matched the second-highest tally of the week with seven high-severity violations. Inspectors found inadequate handwashing facilities, no consumer advisory for raw or undercooked foods, improperly stored toxic chemicals, and inadequate shell stock identification records for its shellfish. An intermediate violation for improper sewage or wastewater disposal was also noted.

Yummy House China Bistro on East Hillsborough Avenue also drew seven high-severity citations. Among the most serious: no approved potable water supply, food not cooked to required minimum temperatures, and no consumer advisory for raw or undercooked items. Inspectors also found improper hand and arm washing technique and inadequate shell stock identification records.

Riverside Seafood Tampa on East Fletcher Avenue racked up seven high-severity violations of its own, including food from an unapproved or unknown source, no person in charge, inadequate handwashing facilities, and required procedures for specialized processes not followed. The unapproved-source finding is particularly significant for a seafood operation: food that bypasses USDA and FDA inspection carries no traceability if a customer becomes ill.

LongHorn Steakhouse #5240 on East Fowler Avenue rounded out the four-way tie at seven high-severity violations. Inspectors cited the chain location for food contaminated by chemical, physical, or biological hazards; food from an unapproved or unknown source; inadequate shell stock identification records; and improper use of time as a public health control. No consumer advisory was posted for raw or undercooked foods. A single-use items reuse violation was noted as intermediate.

China 1 on North Dale Mabry Highway drew five high-severity violations, including a citation for parasite destruction procedures not followed. For a restaurant serving fish, that means parasites such as Anisakis or tapeworm could survive in product that was never properly frozen or cooked to kill them. Inspectors also found no employee health policy, workers not reporting illness symptoms, and improper handwashing technique.

Baan Tawan Sushi on South Dale Mabry Highway was cited for five high-severity violations, including food from an unapproved or unknown source, food in poor condition or adulterated, inadequate shell stock records, and improperly cleaned food contact surfaces. For a sushi operation, unapproved sourcing and poor food condition are an especially direct path to customer harm.

Plum Tree on East Davis Boulevard received five high-severity citations, including toxic chemicals improperly stored or labeled alongside no employee health policy, improper handwashing technique, and no consumer advisory for raw or undercooked foods.

Baygulls and Bakery on West Hillsborough Avenue drew five high-severity violations including parasite destruction procedures not followed and inadequate shell stock identification records, which is notable for a bakery that might not be expected to be handling raw fish or shellfish.

Anchor Bar on East Davis Boulevard was cited for four high-severity violations including improper handwashing technique, inadequate shell stock records, improperly cleaned food contact surfaces, and no consumer advisory. Checker's #474-7060 on West Waters also drew four high-severity violations, including food from an unapproved or unknown source and workers not reporting illness symptoms, alongside inadequate cooling equipment as an intermediate concern.

Mangos Southern Kitchen and Bar on North Florida Avenue was cited for four high-severity violations including food not cooked to required minimum temperature, inadequate handwashing facilities, inadequate shell stock records, and employees not reporting illness symptoms.

Salem's Fresh Eats on North 50th Street and Doodle Noodle Bar on West Linebaugh Avenue each drew two high-severity violations, both for improperly cleaned food contact surfaces and no consumer advisory for raw or undercooked foods. Talkin' Tacos on West Linebaugh Avenue received one high-severity violation for no consumer advisory, plus an intermediate citation for improper sewage or wastewater disposal.

What These Violations Mean

The most alarming pattern this week is the number of facilities where no employee health policy exists and workers are not reporting illness symptoms. Luis's Garden Grille, Brunchies, China 1, Baygulls and Bakery, and Plum Tree were all cited for the health policy gap. Mangos Southern Kitchen and Bar, China 1, Brunchies, and Checker's were cited for employees not reporting symptoms. These two violations together create the precise conditions for a Norovirus outbreak: a sick worker handles food, no policy requires them to stay home or report to management, and customers become ill before any pattern is identified.

Shellfish traceability failures appeared at seven facilities this week, including Brunchies, Yummy House China Bistro, LongHorn Steakhouse, China 1, Baan Tawan Sushi, Baygulls and Bakery, Anchor Bar, and Mangos Southern Kitchen and Bar. Shellfish, consumed raw or lightly cooked, are a primary vector for Vibrio, Hepatitis A, and norovirus. When tag records are missing or inadequate, there is no way to trace a contaminated batch back to its harvest area if customers fall ill. The traceability gap is not a paperwork technicality. It is the only tool health officials have to stop an outbreak once it starts.

Yummy House China Bistro's citation for no approved potable water supply stands apart from the rest of the week's findings. Non-potable water used in food preparation can carry E. coli, Cryptosporidium, and Legionella. Talkin' Tacos has 36 prior inspections on record. Doodle Noodle Bar has 32. Brunchies has 31, and Salem's Fresh Eats has 30. All four are well-established in the state inspection system. Salem's and Doodle Noodle Bar drew two high-severity violations each, relatively modest totals, but their inspection histories mean neither is a new operation still learning the system.

LongHorn Steakhouse #5240 has 28 inspections on record and drew seven high-severity violations this week, including food from an unapproved source and food contaminated by chemical, physical, or biological hazards. A national chain with nearly three decades of inspection history in Florida accumulating that kind of finding is a different story than a startup with two visits on the books.

Baan Tawan Sushi has only two prior inspections on record, making this week's five high-severity violations, including unapproved food sourcing and adulterated product, among the most alarming debuts in this week's data. Riverside Seafood Tampa has nine prior inspections and drew seven high-severity violations, including food from an unapproved source and no person in charge. Mangos Southern Kitchen and Bar has just six inspections on record and was already cited for undercooked food and inadequate handwashing facilities.

Baan Tawan Sushi's unapproved food source citation remains unresolved in this week's records. The state has not identified where the product came from.
