SEMINOLE COUNTY, FL. Inspectors found parasites not properly destroyed, shellfish with no traceability records, and food sourced from unknown suppliers at a brewery-restaurant inside the Oviedo Mall corridor last week, giving Bruder Cerveza Brewery Restaurant on Oviedo Mall Boulevard the highest single-facility violation count in Seminole County for the week of October 7 through October 13, 2026.

Bruder Cerveza drew 9 high-severity violations and 2 intermediate citations. Inspectors found no manager present or performing duties, handwashing facilities that were inadequate for the volume of food handling occurring, and food described as in poor condition, mislabeled, or adulterated. The facility also had no consumer advisory posted for raw or undercooked items, a critical gap for a restaurant that serves food requiring parasite destruction protocols.

Twelve of the 38 facilities inspected across the county that week accumulated two or more high-severity violations. Forty-four inspections were conducted in total.

The Violations

2HIGHNawabi Hyderabad House Biryani Place8 high violations
3HIGHDragon City8 high violations
4HIGHMoliendo Cafe8 high violations
5HIGHRoyal Rasoi8 high violations
6HIGHNY Best Pizza7 high violations
7HIGHLees Palace7 high violations
8HIGHGiovanni's Italian Restaurant & Pizzeria7 high violations

Nawabi Hyderabad House Biryani Place on West Lake Mary Boulevard accumulated 8 high-severity violations. Inspectors found an employee not reporting illness symptoms, inadequate handwashing by food employees, and improper handwashing technique, three separate citations addressing the same fundamental failure. Toxic chemicals were found improperly stored or labeled, and the facility was cited a second time for toxic substances improperly identified, stored, or used.

Food at Nawabi was also not cooked to required minimum temperatures, a violation that puts Salmonella survival in poultry within the range of documented outbreak conditions.

Dragon City on Winter Springs Boulevard in Oviedo drew 8 high-severity violations including food contaminated by chemical, physical, or biological hazards, and food not cooked to required minimum temperature. Inspectors also cited the restaurant for inadequate shell stock identification records, meaning shellfish served there could not be traced to its origin if a customer became ill.

Moliendo Cafe on North US Highway 17-92 in Longwood matched that count with 8 high-severity violations. Like Nawabi, it drew dual chemical citations, improperly stored chemicals and improperly identified toxic substances, alongside food not cooked to required minimum temperature and no employee health policy on file.

Royal Rasoi on Lake Emma Road in Lake Mary also reached 8 high-severity violations. No person in charge was present during the inspection. Inspectors found food sourced from unapproved or unknown suppliers, food contact surfaces not properly cleaned or sanitized, food not cooked to minimum required temperatures, and toxic chemicals improperly stored.

NY Best Pizza on South Westmonte Drive in Altamonte Springs logged 7 high-severity violations including food from an unapproved or unknown source, no employee health policy, and no person in charge performing duties. That combination, absent management, absent health policy, and uninspected food supply, represents the full stack of conditions that precede outbreaks.

Lees Palace on Rinehart Road in Lake Mary drew 7 high-severity violations including food from unapproved sources, employees not reporting illness symptoms, and toxic chemicals improperly stored. Inspectors also found single-use items being reused, a practice that introduces contamination through items never designed to be sanitized.

Giovanni's Italian Restaurant and Pizzeria on Rinehart Road in Lake Mary had 7 high-severity violations and 4 intermediate citations, the highest intermediate count of any facility this week. Among the intermediate violations was improper sewage or wastewater disposal, which creates the risk of fecal contamination spreading through the kitchen.

Jerry's Pizza and Subs on West SR 436 in Altamonte Springs drew 7 high-severity violations including no allergen awareness demonstrated, food in poor condition or adulterated, and food from an unapproved source. Allergen failures affect 32 million Americans who rely on staff knowledge to avoid life-threatening reactions.

Totoya Sushi on West SR 436 in Altamonte Springs recorded 7 high-severity violations including food from an unapproved or unknown source, which carries particular risk at a sushi restaurant where fish may be served raw or lightly processed.

Savoy on Michael Blake Boulevard in Winter Springs drew 3 high-severity violations: no employee health policy, food contact surfaces not properly cleaned or sanitized, and no consumer advisory for raw or undercooked foods.

Oaks on Winter Springs Boulevard recorded 2 high-severity violations, food contact surfaces not properly cleaned or sanitized and no consumer advisory for raw or undercooked foods.

What These Violations Mean

The dominant pattern across Seminole County this week was illness reporting failure. Seven of the 12 facilities, including Nawabi Hyderabad House, Dragon City, Moliendo Cafe, Royal Rasoi, Lees Palace, Giovanni's, Jerry's Pizza, and Totoya Sushi, were cited for employees not reporting symptoms of illness. Food workers who come to work sick are the leading cause of multi-victim norovirus outbreaks. One infected employee can contaminate dozens of orders before any symptom is visible to a supervisor.

Six of those same facilities also lacked a written employee health policy. Without a policy on file, there is no documented standard requiring workers to report symptoms like vomiting, diarrhea, or jaundice, and no clear process for removing them from food handling. The absence of the policy is not a paperwork violation. It is the structural condition that allows sick employees to keep working.

Food from unapproved or unknown sources was cited at five facilities: NY Best Pizza, Bruder Cerveza, Royal Rasoi, Lees Palace, and Totoya Sushi. When food enters a restaurant from a supplier that has not passed USDA or FDA inspection, there is no chain of custody if a customer becomes ill. Investigators cannot trace Listeria or Salmonella to a farm, a processor, or a distributor. The food exists in the kitchen with no verifiable history.

The parasite destruction failure at Bruder Cerveza and the shellfish traceability failures at both Bruder Cerveza and Dragon City represent a specific cluster of risk around raw and lightly cooked seafood. Parasites including Anisakis survive in fish served without proper freezing protocols. Shellfish consumed without valid harvest records cannot be recalled or traced if a hepatitis A or Vibrio outbreak follows.

The Longer Record

The data provided does not include prior inspection counts for the facilities featured this week, which limits what can be said about cumulative history. What the record does show is that several of this week's worst performers are operating within close geographic proximity of one another in Lake Mary, where Nawabi Hyderabad House, Royal Rasoi, Lees Palace, and Giovanni's all drew 7 or more high-severity violations within the same inspection cycle.

That concentration matters. Four facilities on or near Rinehart Road and Lake Emma Road in Lake Mary collectively produced 30 high-severity violations in a single week. Three of those four facilities had no employee health policy or failed to require illness reporting, and three had food contact surfaces that were not properly cleaned or sanitized.

The Altamonte Springs cluster tells a similar story. NY Best Pizza, Jerry's Pizza and Subs, and Totoya Sushi all operate along the SR 436 corridor and all drew 7 high-severity violations each. NY Best Pizza and Totoya Sushi both had food from unapproved sources. Jerry's Pizza and Subs added allergen awareness failure to its count, a violation type that did not appear at any other facility this week.

Bruder Cerveza, despite holding the week's highest single-facility violation count at 9 high-severity citations, is a brewery-restaurant format that attracts customers expecting a certain quality of operation. The inspector found no manager on duty at a facility serving shellfish without harvest records and fish without documented parasite destruction procedures. That gap between the venue's profile and what inspectors actually documented inside is the most direct summary of what this week's record shows.
