ORLANDO, FL. Baires Grill on International Drive drew 13 high-severity violations during the week of September 2, more than any other Orlando restaurant inspected that week, with inspectors documenting food from unapproved or unknown sources, no written employee health policy, inadequate handwashing facilities, and a failure to follow parasite destruction procedures for fish.
That last violation matters at a restaurant serving seafood: without documented freezing or cooking protocols, parasites including Anisakis and tapeworm can survive in fish and reach a customer's plate. The International Drive location had only three prior inspections on record, making this week's 13-violation tally its most scrutinized visit yet.
The Violations
Joyful Tasty Palace on West Colonial Drive followed with 11 high-severity violations, including food not cooked to required minimum temperatures, food from unapproved sources, and no person in charge present or performing duties during the inspection. Inspectors also cited employees for not reporting illness symptoms and for improper handwashing technique.
Zap Thai on Conway Road drew 10 high-severity citations, among them inadequate handwashing facilities, food cooked below required temperatures, and inadequate shellfish identification records. Without those records, there is no way to trace where shellfish came from if a customer gets sick.
Slap Hand Ripped Noodles on Carrier Drive accumulated nine high-severity violations, including parasite destruction procedures not followed, shellfish traceability failures, food not cooked to required temperatures, and no consumer advisory posted for raw or undercooked foods. Customers who ordered fish or shellfish had no way to know they were eating items that had not been verified safe through proper preparation protocols.
Fu Hua Chinese Restaurant on South Goldenrod Road also drew nine high-severity violations, including no allergen awareness demonstrated by staff. That citation is among the more immediately dangerous findings of the week: food allergy reactions send 30,000 Americans to emergency rooms annually, and a kitchen staff that cannot identify allergens in its own dishes cannot protect a customer who asks.
Knights Curry Express on University Boulevard was cited for nine high-severity violations including food from unapproved sources, parasite destruction failures, and inadequate handwashing by food employees, meaning workers were not washing hands at all, not merely washing incorrectly.
Taco Kat on South Court Avenue drew nine high-severity violations including inadequate handwashing facilities, food from unapproved sources, food not cooked to required temperatures, and toxic chemicals improperly stored or labeled. No consumer advisory was posted for raw or undercooked items.
Cucina Pizza and Bar on West Church Street was cited for eight high-severity violations, including food in poor condition or adulterated, toxic chemicals improperly stored, and no consumer advisory for raw or undercooked foods. Inspectors also found no person in charge present and no written employee health policy.
I Love NY Pizza and Subs on Old Winter Garden Road drew eight high-severity violations, including required procedures for specialized processes not followed, toxic substances improperly identified or used, and food not cooked to required temperatures. That facility also racked up seven intermediate violations, the highest intermediate count of any restaurant inspected this week.
Saigon Noodle and Bistro on South Goldenrod Road was cited for eight high-severity violations including no allergen awareness, food from unapproved sources, and toxic chemicals improperly stored, along with six intermediate violations.
Birria 1983 on West Church Street drew eight high-severity violations including toxic substances improperly identified or used, shellfish traceability failures, inadequate handwashing facilities, and food from unapproved sources. Two citations for chemical storage or handling in the same inspection is unusual and points to a kitchen where hazardous materials and food preparation areas are not properly separated.
Kobe Japanese Steak House on International Drive was cited for eight high-severity violations including required procedures for specialized processes not followed, shellfish traceability failures, time as a public health control not properly used, and no consumer advisory for raw or undercooked foods.
El Rinconcito Restaurant and Bar on Butler National Drive drew seven high-severity violations including food in poor condition or adulterated, shellfish traceability failures, and toxic chemicals improperly stored.
Lotus Garden on Dr. Phillips Boulevard was cited for seven high-severity violations, including food from unapproved sources, time as a public health control not properly used, no employee health policy, and no consumer advisory for raw or undercooked foods.
Charleys Philly Steaks on South Kirkman Road drew six high-severity violations including food in poor condition, food not cooked to required temperatures, and toxic substances improperly identified or used.
The week also produced one emergency closure. Winghouse Bar and Grill at 3789 S. Kirkman Road was ordered shut on September 2 after inspectors documented fly activity at the location.
What These Violations Mean
Several of the most serious violation types this week cluster around a single theme: a kitchen where no one is formally in charge of food safety and no systems exist to catch failures before food reaches a customer. Seven of the 15 facilities were cited for having no person in charge present or performing duties. CDC data links the absence of active managerial control to three times more critical violations at a given establishment. At Joyful Tasty Palace, Zap Thai, Cucina Pizza and Bar, Slap Hand Ripped Noodles, Fu Hua Chinese Restaurant, Knights Curry Express, and Taco Kat, that absence was documented alongside stacked violations in cooking temperatures, handwashing, and food sourcing.
The food-from-unapproved-sources citations, found at Baires Grill, Joyful Tasty Palace, Knights Curry Express, Taco Kat, Saigon Noodle and Bistro, Birria 1983, Kobe Japanese Steak House, El Rinconcito, Lotus Garden, and Charleys Philly Steaks, represent a traceability failure. If a customer gets sick, investigators need to know where the food came from. Food purchased outside licensed suppliers bypasses USDA and FDA inspection checkpoints, and there may be no paper trail to follow.
The employee illness violations, cited at 11 of the 15 facilities, are the most direct outbreak risk in the data. Norovirus, which spreads through infected food workers, is the leading cause of multi-victim outbreaks in restaurant settings. A written health policy that requires employees to report symptoms, and a manager who enforces it, is the primary line of defense. Most of the facilities cited this week had neither.
The allergen citations at Fu Hua Chinese Restaurant and Saigon Noodle and Bistro deserve specific attention. When kitchen staff cannot demonstrate awareness of allergens in the dishes they prepare, customers with peanut, shellfish, or other allergies are eating without a safety net. Slap Hand Ripped Noodles carries 43 prior inspections on record, the highest count of any facility cited this week, and still drew nine high-severity violations in a single visit. A restaurant that has been inspected 43 times and continues to accumulate citations for parasite destruction failures and shellfish traceability is not a facility encountering these standards for the first time.
Zap Thai has 30 prior inspections on record. I Love NY Pizza and Subs also has 30. Both drew eight or more high-severity violations this week, and both have been cited for food temperature and handwashing failures that are among the most basic compliance requirements in food service.
Saigon Noodle and Bistro has 35 prior inspections on record. Fu Hua Chinese Restaurant has 32. El Rinconcito has 31. All three were cited this week for food contact surfaces not properly cleaned or sanitized, a violation that should be resolved long before a facility reaches its third decade of inspections.
At the other end of the history count, Baires Grill had only three prior inspections on record before this week. Thirteen high-severity violations in what amounts to an early inspection is a steep start. Birria 1983 had ten prior inspections and drew eight high-severity violations including two separate chemical handling citations.
