ORLANDO, FL. Sea Thai Restaurant on East Colonial Drive racked up 14 high-severity violations in a single inspection during the week of October 16, the highest count among 15 Orange County restaurants that drew serious citations from state inspectors that week.

The violations at Sea Thai's 3812 E. Colonial Drive location covered nearly every layer of food safety, from the source of the food itself to the hands preparing it. Inspectors cited the restaurant for obtaining food from unapproved or unknown sources, for having no written employee health policy, for employees not reporting illness symptoms, for inadequate handwashing by staff, for inadequate handwashing facilities, and for improper hand and arm washing technique. Inspectors also cited food in poor condition and inadequate shell stock identification records.

What These Violations Mean

The most common single violation across this week's inspections was food from unapproved or unknown sources, appearing at Sea Thai, Lam's Garden, Capybara Ramen, Simon Parrilla, Thai House, Olive Garden, Dimsum King, Denny's, and Helena Modern Riviera. When a restaurant cannot document where its food came from, there is no traceability if customers fall ill. If an outbreak occurs, investigators cannot identify the contaminated batch, cannot issue a recall, and cannot stop other people from eating the same product at other locations.

Closely related is the shellfish traceability failure cited at Sea Thai, Lam's Garden, Capybara Ramen, Maroush, Simon Parrilla, Thai House, Teak, and Dimsum King. Oysters, clams, and mussels are frequently eaten raw or barely cooked. Without the required shellfish tags, there is no way to trace a vibrio or norovirus illness back to the harvest bed, which is the only way to pull contaminated product from the supply chain before more people are sickened.

The handwashing cluster at Sea Thai, Lam's Garden, Capybara Ramen, Maroush, Simon Parrilla, Thai House, Olive Garden, Volcano, Teak, Dimsum King, Denny's, and Helena Modern Riviera is notable because it involves not just behavior but infrastructure. Several of those restaurants were cited for inadequate handwashing facilities, meaning the physical setup makes proper hygiene impossible regardless of how willing employees are to comply.

Parasite destruction failures at Lam's Garden, Capybara Ramen, Maroush, and Denny's are a separate category of risk. Raw or undercooked fish that has not been properly frozen can harbor Anisakis roundworm and other parasites. The freezing protocol exists precisely because cooking alone is not always sufficient when fish is served at lower temperatures or as part of sushi and ceviche preparations.

The Longer Record

Simon Parrilla Bar and Grill has the longest inspection history among this week's violators, with 40 prior inspections on record. Nine high-severity violations on its most recent visit, including no person in charge and food from unapproved sources, follow a long trail of state scrutiny. Lam's Garden has 36 prior inspections and still drew 12 high-severity citations this week, including parasite destruction failures and improperly sanitized food contact surfaces.

Teak Neighborhood Grill has 35 prior inspections on record. Helena Modern Riviera also has 35. Both drew 8 high-severity violations this week, both were missing a person in charge, and both were cited for inadequate handwashing facilities, suggesting the same foundational management gaps persist across dozens of inspection cycles.

Sea Thai, the week's top violator with 14 high-severity citations, has 29 prior inspections. Dimsum King and Capybara Ramen each have 30. El Cilantrillo and Memories of Peru each have 28 and 29 prior inspections respectively, meaning none of these are new operations encountering their first serious scrutiny.

The newest facility in this week's group is Volcano Hot Pot and BBQ, with only 8 prior inspections on record. It still drew 8 high-severity violations, including no allergen awareness and food not cooked to required minimum temperature. Pigzza, with 16 prior inspections, drew an intermediate citation for improper sewage or wastewater disposal in addition to its two high-severity violations. That sewage citation at Pigzza had not been resolved by the close of the inspection period covered in these records.
