ORLANDO, FL. Sea Thai Restaurant on East Colonial Drive drew 14 high-severity violations during the week of October 15, the highest count among 15 Orlando-area restaurants cited for serious infractions, with inspectors documenting that the kitchen had no employee health policy, no system for workers to report illness symptoms, inadequate handwashing facilities, and food sourced from unapproved or unknown suppliers.

That combination, all documented in a single visit, represents a cascading failure across the most fundamental food safety controls a restaurant is expected to maintain.

Two other Colonial Drive restaurants, Lam's Garden at 2505 E. Colonial and Ming Garden at 3922 E. Colonial, each drew 12 high-severity violations. Both were cited for food from unapproved sources, inadequate shellfish identification records, failure to follow parasite destruction procedures for fish, and food contact surfaces not properly cleaned or sanitized.

El Cilantrillo Restaurant on Florida Mall Avenue accumulated 10 high-severity violations, including food not cooked to the required minimum temperature and food contact surfaces not properly cleaned. Inspectors also cited the kitchen for inadequate handwashing facilities and food from unapproved sources.

Capybara Ramen and Sushi Orlando on International Drive drew 9 high-severity violations. The person in charge was not present or not performing duties during the inspection, a condition that accompanied violations for food from unapproved sources, failure to follow parasite destruction procedures, and improperly cleaned food contact surfaces.

Maroush Shawrma and Grill on North Alafaya Trail also had 9 high-severity violations, with inspectors noting food in poor condition, failure to follow parasite destruction procedures, and inadequate shellfish traceability records alongside the absent or non-functioning person in charge.

Thai House of Orlando on East Colonial Drive collected 9 high-severity violations including food from unapproved sources, food in poor condition, toxic chemicals improperly stored or labeled, and no consumer advisory posted for raw or undercooked menu items.

Simon Parrilla Bar and Grill on Florida Mall Avenue drew 9 high-severity violations as well. Inspectors found no person in charge present, inadequate handwashing facilities, food from unapproved sources, improperly stored toxic chemicals, and no shellfish identification records.

Volcano Hot Pot and BBQ on East Colonial Drive was cited for 8 high-severity violations, among them food not cooked to the required minimum temperature, no consumer advisory for raw or undercooked foods, and no allergen awareness demonstrated by staff.

Olive Garden Italian Restaurant on International Drive drew 8 high-severity violations. The citation list included employees not reporting illness symptoms, food from unapproved sources, toxic chemicals improperly stored or labeled, and no consumer advisory for raw or undercooked items.

Helena Modern Riviera on International Drive also drew 8 high-severity violations, including no person in charge present, inadequate handwashing facilities, food from unapproved sources, and toxic substances improperly identified or stored.

Dimsum King and Seafood on Conroy Road was cited for 8 high-severity violations including no employee health policy, food from unapproved sources, no shellfish identification records, no consumer advisory, and no allergen awareness demonstrated.

Denny's on International Drive drew 8 high-severity violations. Inspectors documented food contaminated by chemical, physical, or biological hazards, food from unapproved sources, failure to follow parasite destruction procedures, and two separate toxic substance violations.

Memories of Peru on Crystal Clear Lane was cited for 8 high-severity violations including inadequate handwashing facilities, food from unapproved sources, improperly cleaned food contact surfaces, no consumer advisory, and improperly stored toxic chemicals.

Pigzza on North Mills Avenue drew the fewest high-severity violations of the week, just two, but inspectors also documented an intermediate violation for improper sewage or wastewater disposal, a citation that carries its own distinct contamination risk.

What These Violations Mean

The most common high-severity citation across this week's inspections was the absence of an employee health policy combined with no system for workers to report illness symptoms. Sea Thai, Lam's Garden, Ming Garden, El Cilantrillo, Capybara Ramen and Sushi, Volcano Hot Pot and BBQ, Helena Modern Riviera, Dimsum King and Seafood, and Memories of Peru were all cited for one or both. A sick food worker with no obligation to report and no policy requiring them to stay home is the single most direct route for Norovirus to reach a dining room. Norovirus causes roughly 20 million illnesses in the United States each year, and food workers are a primary transmission vector.

Food from unapproved or unknown sources was documented at Sea Thai, Lam's Garden, Ming Garden, El Cilantrillo, Capybara Ramen and Sushi, Thai House, Simon Parrilla, Olive Garden, Helena Modern Riviera, Dimsum King and Seafood, Denny's, and Memories of Peru. The problem is not simply a paperwork issue. When food enters a kitchen without passing through a licensed, inspected supplier, there is no traceability if a customer gets sick. Listeria and Salmonella contamination that would ordinarily be caught at the distribution level goes undetected.

Parasite destruction procedures were not followed at Lam's Garden, Ming Garden, El Cilantrillo, Capybara Ramen and Sushi, Maroush, and Denny's. For restaurants serving raw or lightly cooked fish, as Capybara Ramen and Sushi does by definition, this is a direct risk of Anisakis or tapeworm transmission to customers. The required freeze protocol kills parasites before service. Without it, the risk transfers entirely to the diner.

Toxic chemicals improperly stored or labeled appeared at Thai House, Simon Parrilla, Dimsum King and Seafood, Denny's, Memories of Peru, Olive Garden, and Helena Modern Riviera. Chemical contamination of food does not require a large spill. A mislabeled spray bottle stored above a prep surface, or a cleaner placed near a food container, is enough to cause acute poisoning. That violation appeared at seven of the fifteen facilities inspected this week.

The Longer Record

Simon Parrilla Bar and Grill carries the longest inspection history of any facility on this week's list, with 40 prior inspections on record, and still drew 9 high-severity violations. A facility with that many prior visits has been through the inspection process repeatedly. The violations documented this week, including no person in charge and food from unapproved sources, are not the kind that emerge without warning.

Lam's Garden has 36 prior inspections on record, Helena Modern Riviera has 35, and Ming Garden has 34. All three drew 8 or more high-severity violations this week. Lam's Garden and Ming Garden share identical violation profiles in several categories, including food from unapproved sources and failure to follow parasite destruction procedures, suggesting these are persistent practices rather than one-time lapses.

Sea Thai has 29 prior inspections on record and led the week with 14 high-severity violations. For a facility with that inspection history to accumulate violations across handwashing, illness reporting, food sourcing, and shellfish traceability simultaneously points to systemic problems that prior inspections have not resolved.

The contrast with Volcano Hot Pot and BBQ is worth noting. That restaurant has only 8 prior inspections on record, making it one of the newer facilities in this week's data. It still drew 8 high-severity violations, including no allergen awareness demonstrated and no consumer advisory for raw or undercooked foods. A hot pot restaurant where customers cook raw proteins tableside, with no posted advisory and no documented allergen training among staff, presents a risk profile that the short inspection history does not diminish.

Denny's on International Drive has 29 prior inspections on record and was still cited this week for food contaminated by chemical, physical, or biological hazards alongside two separate toxic substance violations. Whether those chemicals were the source of the contamination citation or separate findings, the inspection record does not specify.
