ORLANDO, FL. A Gourmet Chinese Cuisine on East Colonial Drive drew 11 high-severity violations during the week of October 7, the most of any restaurant inspected in Orlando that week, with inspectors documenting food from unapproved or unknown sources, failure to follow parasite destruction procedures, food not cooked to required minimum temperatures, and no person in charge present or performing duties.
That single inspection produced more high-severity violations than nine of the other 14 flagged restaurants combined. The facility has 41 prior inspections on record.
Two restaurants were emergency-closed during the same week. Amar Orlando at 8001 S. Orange Blossom Trail was shut down on October 7 after inspectors found roach activity. Marketplace at 8849 Vistana Drive was closed two days later for unlicensed activity.
The Violations
Uncle Julio's Mexican From Scratch on International Drive was cited for 10 high-severity violations and none at the intermediate level, a combination that signals concentrated failures at the most dangerous tier. Inspectors documented no employee health policy, employees not reporting illness symptoms, parasite destruction procedures not followed, food contact surfaces not properly cleaned or sanitized, food not cooked to required minimum temperatures, and no consumer advisory posted for raw or undercooked foods.
Uncle Julio's also drew a citation for improper use of time as a public health control, meaning food was allowed to sit in the temperature danger zone without the documentation required to treat time itself as a safety measure.
Juicy Crab at 7308 International Drive produced 8 high-severity and 6 intermediate violations. Among the most serious: food from unapproved or unknown sources, toxic substances improperly identified, stored, or used, and no consumer advisory for raw or undercooked items at a restaurant where shellfish is a core menu category.
Mariachi Mexican Restaurant on South Orange Blossom Trail drew 9 high-severity violations, including food from unapproved sources, improper handwashing technique, and toxic chemicals improperly stored or labeled alongside food.
Kolombia Cafe at 25 W. Crystal Lake was cited for 9 high-severity violations that included food in poor condition, mislabeled, or adulterated, inadequate shell stock identification records, and food not cooked to required minimum temperatures. Inspectors also found no consumer advisory for raw or undercooked foods at a location that serves shellfish.
Applebee's Neighborhood Grill and Bar on International Drive drew 9 high-severity violations. Inspectors cited food from unapproved or unknown sources, parasite destruction procedures not followed, inadequate shell stock identification records, and toxic chemicals improperly stored or labeled.
El Palacio Buffet at 7403 S. Orange Blossom Trail was cited for 8 high-severity violations, with two separate toxic substance violations: chemicals improperly stored or labeled, and toxic substances improperly identified, stored, or used. Inspectors also found no person in charge present, no employee health policy, employees not reporting illness symptoms, and no consumer advisory.
Cecil's Texas Style Bar-B-Q on South Orange Avenue drew 8 high-severity violations including food in poor condition, mislabeled, or adulterated, food not cooked to required minimum temperatures, and toxic chemicals improperly stored or labeled.
Amalfi at 12001 Avalon Lake Drive was cited for 7 high-severity violations, among them inadequate shell stock identification records, no allergen awareness demonstrated, and two separate toxic substance citations. Inspectors also noted multi-use utensils not properly cleaned.
Narita Sushi on South Orange Blossom Trail drew 7 high-severity violations, including food from unapproved or unknown sources, food in poor condition, food not cooked to required minimum temperatures, and multi-use utensils not properly cleaned.
Mordisco at 11030 International Drive was cited for 7 high-severity violations, including inadequate shell stock identification records, no allergen awareness demonstrated, and food from unapproved or unknown sources.
First Watch at 1414 N. Mills Avenue drew 6 high-severity violations and 4 intermediate, the highest intermediate count of any facility this week. Inspectors found improper sewage or wastewater disposal and single-use items being reused, in addition to parasite destruction procedures not followed and no allergen awareness demonstrated.
Carrabba's Italian Grill on Gateway Village Circle was cited for 6 high-severity violations including food from unapproved sources, food not cooked to required minimum temperatures, and improper sewage or wastewater disposal.
Totoya Sushi and Lounge on East Central Boulevard drew 6 high-severity violations. Inspectors cited parasite destruction procedures not followed, food contact surfaces not properly cleaned or sanitized, and improper use of wiping cloths.
Ahmed Indian Restaurant near UCF on University Boulevard drew 3 high-severity violations: food contact surfaces not properly cleaned or sanitized, toxic chemicals improperly stored or labeled, and no consumer advisory for raw or undercooked foods.
What These Violations Mean
The single most dangerous cluster this week involves sick employees. At A Gourmet Chinese Cuisine, Uncle Julio's, Juicy Crab, Mariachi Mexican Restaurant, Kolombia Cafe, El Palacio Buffet, Cecil's Bar-B-Q, Narita Sushi, Mordisco, Carrabba's, and Totoya Sushi, inspectors cited either no employee health policy, employees not reporting illness symptoms, or both. Norovirus, which causes 20 million illnesses in the United States each year, spreads most efficiently when a sick food worker handles ready-to-eat food with bare or inadequately washed hands. A written health policy and a culture of reporting are the two tools that interrupt that chain. Neither was reliably present at 11 of the 15 restaurants flagged this week.
Food from unapproved or unknown sources appeared at six facilities: A Gourmet Chinese Cuisine, Juicy Crab, Mariachi, Narita Sushi, Mordisco, Applebee's, and Carrabba's. The risk is specific. When food enters a kitchen through an uninspected supplier, there is no traceability record. If a customer gets sick, investigators cannot identify the source, cannot issue a recall, and cannot determine how many other restaurants received the same product.
Parasite destruction procedures were not followed at A Gourmet Chinese Cuisine, Uncle Julio's, Applebee's, First Watch, and Totoya Sushi. For fish served raw or undercooked, state rules require freezing at specific temperatures for specific durations to kill parasites including Anisakis, a roundworm found in saltwater fish that can penetrate the stomach wall. Skipping that step is not a paperwork failure. It is a direct path to a parasite surviving to a customer's plate.
Toxic chemicals improperly stored or labeled appeared at Mariachi, Applebee's, El Palacio Buffet, Cecil's, Ahmed Indian, Amalfi, Carrabba's, and Totoya. Two facilities, El Palacio Buffet and Juicy Crab, drew a second distinct toxic substance citation. Chemicals stored near food or in unlabeled containers create a poisoning risk that has no relationship to how well the food itself was cooked or handled.
The Longer Record
El Palacio Buffet on South Orange Blossom Trail carries the longest inspection history of any facility flagged this week: 60 prior inspections on record. This week's visit produced 8 high-severity violations, including dual toxic substance citations and no person in charge present. A facility with 60 inspections behind it has had more opportunities than almost any other restaurant in Orlando to correct systemic failures. The record does not show those corrections taking hold.
A Gourmet Chinese Cuisine has 41 prior inspections on record and produced the week's worst single-inspection result: 11 high-severity violations. Ahmed Indian Restaurant near UCF has 49 prior inspections on record, the second-longest history in this week's group, and drew 3 high-severity violations including a toxic chemical storage citation.
Juicy Crab has 37 prior inspections on record and drew 8 high-severity violations this week. Applebee's on International Drive has 32 prior inspections on record and drew 9. Totoya Sushi has 31 prior inspections and drew 6 high-severity violations, including a failure to follow parasite destruction procedures at a sushi restaurant.
Kolombia Cafe is the newest location in this week's group, with only 6 prior inspections on record. It drew 9 high-severity violations, including inadequate shell stock identification records and food in poor condition. A restaurant accumulating that volume of serious citations in its first handful of inspections has not established the baseline practices that more established kitchens are also failing to maintain.
Amar Orlando on South Orange Blossom Trail was emergency-closed on October 7 for roach activity. As of the data available for this reporting period, no follow-up inspection result has been recorded.
