KISSIMMEE, FL. Twelve restaurants along the tourist corridor stretching from U.S. 192 in Kissimmee to International Drive in Orlando were cited for high-severity health violations during the week of October 12, 2026, with two facilities each accumulating 12 high-severity citations in a single inspection.

Kitchen Bistro at 7491 W Irlo Bronson Memorial Highway and Ming Garden at 3922 E Colonial Drive each drew 12 high-severity citations, the highest tallies recorded across the corridor this week. Both facilities were flagged for having no employee health policy, employees not reporting illness symptoms, improper handwashing technique, inadequate shellfish identification records, and improperly cleaned food contact surfaces.

Kitchen Bistro's inspection also documented that no person in charge was present or performing duties, and that food was not cooked to required minimum temperatures. A person in charge who is absent or not actively overseeing operations is a condition inspectors treat as a root cause, not a footnote.

Ming Garden's record carried two additional citations not found at Kitchen Bistro: food from an unapproved or unknown source, and failure to follow parasite destruction procedures. Both violations are specific to raw or lightly processed seafood and fish.

Mr Sushi Express at 5770 W Irlo Bronson Highway drew 11 high-severity citations. The inspection documented food from an unapproved source, parasite destruction procedures not followed, food not cooked to required minimum temperature, and no consumer advisory for raw or undercooked foods. That last violation means customers eating raw fish at this location had no written notice that they were doing so.

Isan Zaap Thai Cafe at 4693 Garden Park Boulevard was cited for 10 high-severity violations, including inadequate handwashing facilities, no person in charge, no employee health policy, employees not reporting illness, and toxic chemicals improperly stored or labeled. The absence of functioning handwashing infrastructure is a structural problem, not a behavioral one.

Margaritaville Resort Orlando's Euphoria Bar and Grill at 8000 Fins Up Circle accumulated nine high-severity violations. The resort restaurant was cited for no person in charge, no employee health policy, employees not reporting illness symptoms, inadequate shellfish identification records, no consumer advisory for raw or undercooked foods, and toxic substances improperly identified, stored, or used.

Capybara Ramen and Sushi at 8957 International Drive was also cited for nine high-severity violations, including food from an unapproved source, parasite destruction procedures not followed, inadequate shellfish identification records, and no person in charge. Three of the corridor's sushi and seafood-focused restaurants, Mr Sushi Express, Ming Garden, and Capybara Ramen, all drew parasite destruction citations in the same week.

Applebee's at 6324 International Drive was cited for nine high-severity violations, including food from an unapproved source, parasite destruction procedures not followed, food not cooked to required minimum temperature, time as a public health control not properly used, and toxic chemicals improperly stored or labeled. The International Drive location sits in one of the highest-foot-traffic tourist zones in the state.

Pho Bar Vietnamese Kitchen at 1012 E Colonial Drive drew eight high-severity violations, including inadequate handwashing facilities, food not cooked to required minimum temperature, no consumer advisory for raw or undercooked foods, and toxic substances improperly identified, stored, or used.

Divine Indian Cuisine at 7696 W Irlo Bronson Highway was also cited for eight high-severity violations, including food from an unapproved source, food not cooked to required minimum temperature, inadequate handwashing by food employees, and toxic chemicals improperly stored.

Authentic Gyros and Grill at 2401 W Colonial Drive received five high-severity citations, including parasite destruction procedures not followed, toxic chemicals improperly stored, and required procedures for specialized processes not followed. That last citation applies to operations like curing, smoking, or reduced-oxygen packaging, processes that carry elevated pathogen risk when protocols are skipped.

A Gourmet Chinese Cuisine at 1101 E Colonial Drive drew three high-severity violations, including toxic chemicals improperly stored and no consumer advisory for raw or undercooked foods, along with an intermediate citation for improper sewage or wastewater disposal.

Zen Dumpling at 423 N Alafaya Trail was cited for two high-severity violations: improper handwashing technique and toxic chemicals improperly stored or labeled.

What These Violations Mean

The parasite destruction citations at Mr Sushi Express, Ming Garden, Capybara Ramen, Applebee's, and Authentic Gyros and Grill carry a specific and direct risk. Raw fish served without proper prior freezing can harbor Anisakis, a parasitic roundworm that causes severe abdominal pain and requires surgical removal in serious cases. Pork and wild game without verified parasite destruction can carry Trichinella. These are not theoretical hazards; they are the reason Florida requires documentation that freezing protocols were completed before raw fish is served.

The food-from-unapproved-source citations at Ming Garden, Mr Sushi Express, Divine Indian Cuisine, Capybara Ramen, and Applebee's represent a traceability gap. When food enters a kitchen from a source that has not been inspected or approved by a regulatory agency, there is no chain of custody if a customer becomes ill. Investigators cannot trace a Listeria or Salmonella case back to the origin point. For visitors traveling from out of state or internationally, that gap matters more, not less, because they are unlikely to be in Florida when symptoms appear.

The cluster of employee illness policy failures is the most widespread finding this week. Nine of the 12 facilities had no written employee health policy, no system for employees to report illness symptoms, or both. Those two violations together describe a kitchen where a worker with Norovirus, Hepatitis A, or Salmonella has no formal obligation to stay home and no mechanism to report that they are sick. Norovirus, which spreads via the fecal-oral route and survives on surfaces for days, is responsible for roughly 20 million illnesses annually in the United States. Kitchens without illness reporting policies are where those outbreaks begin.

The toxic chemical citations, documented at Isan Zaap Thai Cafe, Applebee's, A Gourmet Chinese Cuisine, Authentic Gyros, Pho Bar, Zen Dumpling, Divine Indian Cuisine, and Margaritaville's Euphoria Bar, indicate cleaning agents or other chemicals stored near or above food preparation surfaces. Mislabeled chemicals can be mistaken for food-safe products. The risk is acute, not gradual.

The Longer Record

The data does not include prior inspection counts for the facilities cited this week, which limits the ability to characterize these findings as sudden departures or established patterns. What the inspection records do show is that several of these locations are not new operations. Kitchen Bistro and Divine Indian Cuisine both operate on U.S. 192, the primary commercial artery serving the Walt Disney World resort corridor, a stretch that draws tens of millions of visitors annually and has a documented history of inspection activity.

Margaritaville Resort Orlando opened in 2020 as a destination property with a hotel, water park, and multiple food and beverage outlets. Euphoria Bar and Grill is one of the resort's primary dining venues. A resort restaurant of that scale and age, drawing a captive tourist audience, would be expected to have an employee health policy and a person in charge actively overseeing operations. The inspection found neither.

Capybara Ramen and Sushi on International Drive operates in a commercial strip that serves a near-constant flow of theme park visitors. The combination of food from an unapproved source, no parasite destruction protocol, and no person in charge at an International Drive address is a set of findings that inspectors in this corridor have seen before at other locations.

Applebee's at 6324 International Drive is a national chain with corporate food safety protocols. The presence of nine high-severity violations, including unapproved food sources and food not cooked to required minimum temperature, at a franchise location that operates under a standardized system raises a question the inspection record alone cannot answer: whether these are deviations from corporate standards or whether the standards are not being enforced at this location.
