BREVARD COUNTY, FL. State inspectors found 12 high-severity violations at Cadillac Cove on Highway A1A in Satellite Beach during the week of October 3, the worst single-facility tally in a county-wide sweep that turned up serious problems at 12 restaurants across Brevard.

The week's 106 inspections across 98 facilities produced a pattern that ran from Titusville to Melbourne Beach: no one in charge, food from unknown sources, employees showing up sick with no policy requiring them to report it, and surfaces that inspectors documented as improperly cleaned and sanitized.

Cadillac Cove's 12 high-severity citations included food from unapproved or unknown sources, inadequate shellfish identification records, no employee health policy, an employee not reporting illness symptoms, inadequate handwashing facilities, and improper handwashing technique. No person in charge was present or performing duties during the inspection.

Titusville Beef O' Brady's on Garden Street was second with 11 high-severity violations and 6 intermediate ones. Inspectors cited the location for food from unapproved sources, food in poor condition or adulterated, parasite destruction procedures not followed, food contact surfaces not properly cleaned or sanitized, and no person in charge. An employee was not reporting illness symptoms.

Chow's Country Buffet on Columbia Boulevard in Titusville drew 9 high-severity violations. The list included food from unapproved sources, toxic chemicals improperly stored or labeled, no consumer advisory for raw or undercooked foods, and no person in charge. Inspectors also documented inadequate handwashing facilities and improper technique at the same location.

Bunky's Brewery on North Wickham Road in Melbourne matched Chow's with 9 high-severity violations and added 5 intermediate ones. Inspectors found food not cooked to the required minimum temperature, time as a public health control not properly used, food from unapproved sources, and no employee health policy. No person in charge was present.

Honey Pineapple on A1A in Satellite Beach collected 8 high-severity violations, including no allergen awareness demonstrated, no consumer advisory for raw or undercooked foods, toxic substances improperly identified or stored, and food from unapproved sources. Employees were not reporting illness symptoms.

What These Violations Mean

The single most common high-severity violation across this week's worst performers was food from unapproved or unknown sources. Seven of the twelve facilities drew this citation, including Cadillac Cove, Titusville Beef O' Brady's, Chow's Country Buffet, Bunky's Brewery, Honey Pineapple, Oceanside Pizza and Grill, and Original Bizzarro Famous New York Pizza. When food enters a kitchen through channels outside the regulated supply chain, there is no traceability if a customer becomes ill. Listeria, Salmonella, and E. coli contamination cannot be traced back, recalled, or linked to an outbreak without that paper trail.

Shellfish traceability failures at Cadillac Cove, Chart House, and Mimosas are a specific category of that same problem. Oysters, clams, and mussels are frequently eaten raw or lightly cooked, and without proper shell stock identification records, a contaminated batch cannot be pulled from service or connected to an illness after the fact.

The breadth of employee health policy failures this week is notable. Eight facilities had either no written employee health policy, employees not reporting illness symptoms, or both. Norovirus, which causes roughly 20 million illnesses in the United States annually, spreads most efficiently from a food worker who does not know they are required to report symptoms or stay home. When that failure is combined with improper handwashing technique, documented at six locations this week, the transmission risk compounds directly.

Undercooking violations at Bunky's Brewery, Mimosas, Element Melbourne Beach, Original Bizzarro Famous New York Pizza, and Steak and Lobster House represent the most direct pathogen survival risk in the data. Salmonella in poultry requires an internal temperature of 165 degrees Fahrenheit to be destroyed. A burger, a piece of fish, or a chicken dish that leaves a kitchen below that threshold does not become safe on the table.

The Longer Record

The prior inspection counts in the state database place this week's findings in different contexts depending on the facility. Chart House on Front Street in Melbourne carries one of the longer records in this week's group, with its URL reflecting a facility number in the early 1500s range, suggesting it has operated under state oversight for an extended period. Seven high-severity violations at a well-established waterfront restaurant, including shellfish traceability failures and improper sewage disposal, tells a different story than the same count at a newer location.

Titusville Beef O' Brady's and Chow's Country Buffet both drew citations in the same categories that tend to indicate systemic problems rather than one-time lapses: no person in charge, food from unapproved sources, and handwashing failures appearing together in a single inspection. All three of those violations together suggest the kitchen is operating without the supervision structure that prevents the other violations from occurring.

Bunky's Brewery and Honey Pineapple, both drawing 8 or more high-severity violations, are among the newer facility numbers in this week's data. Accumulating that volume of serious citations early in an inspection record is a different kind of flag than a long-established facility cycling through similar violations over years.

Simprevils Restaurant's citation for required procedures for specialized processes not followed stands alone in this week's data. Specialized processes, including smoking, curing, reduced-oxygen packaging, and fermentation, require written plans approved by the state. Without those plans in place and followed precisely, the safety controls built into those methods do not exist. That violation was unresolved at the time of inspection.
