FORT MYERS, FL. Inspectors visiting Tropical Creole Restaurant on Fowler Street last week found food sourced from unapproved or unknown suppliers, shellfish with no identification or traceability records, food in poor or adulterated condition, improperly cleaned food contact surfaces, and food not cooked to the required minimum temperature, all in a single visit. That was seven high-severity violations at a restaurant that has now accumulated 47 inspections on record, the longest inspection history of any facility cited this week.

The week of September 19 through September 25 produced high-severity violations at 15 Fort Myers restaurants, from national chains to neighborhood spots. The problems ranged from unapproved food sourcing and parasite destruction failures to absent employee health policies and toxic chemicals stored without proper labeling.

Labadie Bar Restaurant and Bakery on Evans Avenue matched Tropical Creole's seven high-severity violations and added five intermediate citations. Inspectors documented that the person in charge was not present or not performing required duties, that employees were not reporting illness symptoms, and that food was not being cooked to the required minimum temperature. The facility also had no demonstrated allergen awareness and was cited for failing to follow required procedures for specialized processes.

Cadeau Cafe on Metro Parkway drew six high-severity violations, including food from an unapproved or unknown source, food in poor or adulterated condition, and a failure to follow parasite destruction procedures. Inspectors also cited improper sewage or wastewater disposal, a finding that signals potential fecal contamination risk throughout the kitchen.

Ren's Bistro on West First Street was cited for six high-severity violations as well. The restaurant had no written employee health policy, no consumer advisory for raw or undercooked foods, and no demonstrated allergen awareness. Inspectors also found improper sewage or wastewater disposal and multi-use utensils not properly cleaned.

Wok Cuisine Chinese Restaurant on Boy Scout Drive received five high-severity violations, including toxic substances improperly identified, stored, or used, no consumer advisory for raw or undercooked foods, and no allergen awareness. Inspectors also noted inadequate toilet facilities, a condition that directly undermines employee hygiene.

Panda Express number 1656 on Ben C. Pratt Six Mile Cypress Parkway was cited for food not cooked to the required minimum temperature, improperly cleaned food contact surfaces, improper handwashing technique, and toxic substances improperly stored or used. The location also had inadequate cooling and cold holding equipment, meaning the mechanical infrastructure to keep food safe was itself deficient.

Lis China King on Dani Drive accumulated four high-severity violations covering absent employee health policy, employees not reporting illness symptoms, improper handwashing technique, and improperly cleaned food contact surfaces. Single-use items were also being reused.

Cantina Laredo on Big Pine Way was cited for four high-severity violations, including improperly stored or labeled toxic chemicals, no allergen awareness, and improperly cleaned food contact surfaces.

Jason's Deli on Reflection Parkway drew four high-severity violations including food not cooked to the required minimum temperature, improperly stored or labeled toxic chemicals, and no allergen awareness.

Sweet Tomatoes on South Tamiami Trail was cited for no person in charge, no employee health policy, employees not reporting illness symptoms, and no consumer advisory for raw or undercooked foods. Inspectors also found improper sewage or wastewater disposal.

China Xpress on Altamont Avenue received three high-severity violations: employees not reporting illness symptoms, improper handwashing technique, and improperly cleaned food contact surfaces. Inspectors also found the sanitizing solution or procedures were inadequate, meaning surfaces that appeared clean were not being properly disinfected.

Hideaway Rest and Lounge on Trailwinds Drive was cited for no person in charge, employees not reporting illness symptoms, and toxic substances improperly stored or used.

Dunkin number 344272 on South Cleveland Avenue drew three high-severity violations, including a citation for failing to follow parasite destruction procedures and improperly stored or labeled toxic chemicals. Parasite destruction failures at a quick-service coffee and baked goods chain are an unexpected finding.

Panera Bread number 1233 on South Cleveland Avenue was cited for improperly cleaned food contact surfaces, improperly stored or labeled toxic chemicals, and no demonstrated allergen awareness.

Jalapeno's on Cleveland Avenue received three high-severity violations covering no employee health policy, improperly cleaned food contact surfaces, and toxic substances improperly stored or used. Inspectors also found single-use items being reused and improper sewage or wastewater disposal.

What These Violations Mean

The most pervasive pattern this week was the combination of no employee health policy, employees not reporting illness symptoms, and improper handwashing technique, a cluster that appeared across Labadie, Tropical Creole, Ren's Bistro, Lis China King, Sweet Tomatoes, China Xpress, and Hideaway. These three violations form a direct transmission chain. Without a written health policy, workers have no formal obligation to stay home when sick. Without illness reporting, a symptomatic worker preparing food goes undetected. Without proper handwashing technique, pathogens that could have been removed remain on hands that then touch food. Norovirus, which causes the majority of foodborne illness outbreaks in the United States, spreads precisely through this sequence.

Food from unapproved or unknown sources, cited at Tropical Creole and Cadeau Cafe, carries a specific traceability risk that goes beyond the food itself. When a customer gets sick, investigators trace the outbreak back through the supply chain. Food purchased outside licensed, inspected channels has no paper trail. If Listeria or Salmonella contamination reaches a customer from an unregistered supplier, there is no record of where that food came from, who else received it, or how to stop further exposure.

The parasite destruction failures at Cadeau Cafe and Dunkin are worth reading carefully. Parasites including Anisakis in fish and Trichinella in pork are killed by specific time-and-temperature freezing protocols before serving. When those procedures are skipped, the parasites survive into the finished dish. Cadeau Cafe serves food where this risk is expected; the same citation at a Dunkin location raises questions about what menu items triggered the finding.

Toxic chemical storage violations appeared at seven facilities this week: Wok Cuisine, Panda Express, Jalapeno's, Cantina Laredo, Jason's Deli, Dunkin, and Panera Bread. Cleaning chemicals stored near or above food preparation surfaces can contaminate food through drips, spills, or mislabeled containers. The risk is acute rather than cumulative. A single mislabeled chemical can cause immediate poisoning.

The Longer Record

Tropical Creole's 47 inspections on record make this week's seven high-severity violations particularly difficult to dismiss as an isolated event. A facility with that inspection history has been visited by state inspectors dozens of times. The food sourcing and shellfish traceability violations documented this week are not the kind of problems that develop overnight.

China Xpress has 40 prior inspections on record and was still cited this week for employees not reporting illness symptoms and improperly cleaned food contact surfaces. Jalapeno's has 38 inspections on record. Wok Cuisine has 31. Cantina Laredo has 31. Panda Express has 30. Jason's Deli has 29. These are not new restaurants encountering their first compliance challenges.

Labadie Bar Restaurant and Bakery has 25 inspections on record and produced the joint-highest violation count this week, seven high-severity citations including a food not cooked to minimum temperature finding and the complete absence of allergen awareness protocols.

At the other end of the history spectrum, Sweet Tomatoes had only three prior inspections on record before this week's visit, which turned up four high-severity violations including no person in charge and no employee health policy. Ren's Bistro had six prior inspections and produced six high-severity violations. Cadeau Cafe had nine. These are relatively new locations accumulating serious citations early.

Sweet Tomatoes on South Tamiami Trail now carries an improper sewage or wastewater disposal citation alongside its management and illness-reporting failures, with only three inspections in its history and no indication of whether those underlying infrastructure problems have been corrected.
