TAMPA, FL. State inspectors emergency-closed Riverview Fresh Cuisine at 9005 E Adamo Drive on October 15 after finding roach and fly activity at the facility, one of five high-severity violations documented during the visit that also included food in poor condition, improperly sanitized food contact surfaces, toxic chemicals stored or labeled incorrectly, and no consumer advisory for raw or undercooked foods.
Riverview Fresh Cuisine was not alone. Fourteen other Tampa restaurants drew high-severity citations during the week of October 14 through October 20, with three facilities each accumulating nine high-severity violations in a single inspection.
The Week's Worst
Capriotti's Sandwich Shop at 3817 Northdale Blvd drew the most violations of any facility this week, with nine high-severity and five intermediate citations. Inspectors documented no person in charge present or performing duties, no employee health policy, improper handwashing technique, food from an unapproved or unknown source, food in poor condition or adulterated, inadequate shell stock identification, parasite destruction procedures not followed, and no consumer advisory for raw or undercooked foods.
Lameizi Hot Pot and BBQ at 2501 E Fowler Ave matched that tally with nine high-severity violations of its own. Among them: food not cooked to the required minimum temperature, time as a public health control not properly used, toxic chemicals improperly stored or labeled, and food contact surfaces not properly cleaned or sanitized. The restaurant also lacked adequate shell stock identification records.
Ricky's Cuban Cafe at 5249 Ehrlich Rd rounded out the trio at nine high-severity violations. Inspectors cited an employee not reporting symptoms of illness, inadequate handwashing by food employees on top of improper handwashing technique, no allergen awareness demonstrated, and time as a public health control not properly used. Ricky's also lacked a consumer advisory for raw or undercooked foods and had inadequate shell stock identification records.
Golden Egg Cafe at 10442 N Dale Mabry Hwy drew eight high-severity violations, including an employee not reporting symptoms of illness, food from an unapproved source, food not cooked to the required minimum temperature, and toxic substances improperly identified, stored, or used. No person in charge was present or performing duties during the inspection.
China 1 at 2774 E Fowler Ave collected seven high-severity violations, including improper sewage or wastewater disposal as an intermediate citation, food from an unapproved source, time as a public health control not properly used, and toxic chemicals improperly stored or labeled.
Origami Sushi at 3615 W Hillsborough Ave also reached seven high-severity violations. An employee not reporting symptoms of illness was among the citations, alongside food from an unapproved source, inadequate shell stock records, improperly cleaned food contact surfaces, and toxic chemicals improperly stored or labeled. Inspectors also noted inadequate cooling and cold-holding equipment, an intermediate violation with direct temperature implications for a restaurant serving raw fish.
Bayamo En Coche Grill at 8206 W Waters Ave drew seven high-severity violations including no employee health policy, no person in charge present, an employee not reporting symptoms of illness, and improper handwashing technique. The facility also lacked a consumer advisory for raw or undercooked foods and had inadequate shell stock identification records.
Nordstrom Bazille at 2223 N Westshore Blvd, the sit-down restaurant inside the Westshore Plaza Nordstrom, drew seven high-severity violations. Inspectors found food from an unapproved source, time as a public health control not properly used, improperly cleaned food contact surfaces, and an employee not reporting symptoms of illness. Multi-use utensils were also not properly cleaned.
More Violations Across the City
Renee's Bistro at 4010 Boyscout Blvd drew six high-severity violations including parasite destruction procedures not followed, an employee not reporting symptoms of illness, no allergen awareness demonstrated, and no consumer advisory for raw or undercooked foods. Inspectors also cited improper sewage or wastewater disposal and improper sanitizing solution or procedures as intermediate violations.
China Latina at 3715 E Busch Blvd drew five high-severity violations including no employee health policy, improper handwashing technique, inadequate shell stock identification records, improperly cleaned food contact surfaces, and time as a public health control not properly used.
Table 22 at 4924 E Busch Blvd also drew five high-severity violations, among them food from an unapproved source, inadequate shell stock identification, improperly cleaned food contact surfaces, and toxic chemicals improperly stored or labeled. Inspectors documented improper sewage or wastewater disposal as an intermediate violation.
Klas LA at 10910 N 30th St drew five high-severity violations including food in poor condition or adulterated, food not cooked to the required minimum temperature, and toxic chemicals improperly stored or labeled. Single-use items were cited as being improperly reused.
Shanghai Dumpling House at 1120 E Fowler Ave drew five high-severity violations including no employee health policy, improper handwashing technique, improperly cleaned food contact surfaces, and time as a public health control not properly used. Multi-use utensils were not properly cleaned and wiping cloths were improperly used.
Yummy House China Bistro at 2620 E Hillsborough Ave drew three high-severity violations: improper handwashing technique, no consumer advisory for raw or undercooked foods, and toxic chemicals improperly stored or labeled.
What These Violations Mean
The most common high-severity citation this week, appearing at eleven of the fifteen facilities, was improper handwashing technique. This is not a paperwork violation. Studies show that even when employees attempt to wash their hands, flawed technique leaves pathogens on the skin. At facilities like Ricky's Cuban Cafe, where inspectors also cited inadequate handwashing by food employees and an employee not reporting symptoms of illness, the combination creates a direct transmission route for Norovirus and other pathogens from worker to food to customer.
Food from unapproved or unknown sources, cited at Capriotti's Sandwich Shop, Lameizi Hot Pot and BBQ, Golden Egg Cafe, China 1, Origami Sushi, Nordstrom Bazille, and Table 22, is a traceability problem. When food cannot be traced to a licensed, inspected supplier, there is no mechanism to identify the source of an outbreak after the fact. USDA and FDA inspections that licensed suppliers are required to pass are bypassed entirely.
Inadequate shell stock identification records appeared at ten facilities this week, including Capriotti's, Lameizi, Ricky's Cuban Cafe, Golden Egg Cafe, China 1, Origami Sushi, Bayamo En Coche Grill, Nordstrom Bazille, Table 22, and China Latina. Shellfish are consumed raw or lightly cooked, and without harvest tags and dealer records, there is no way to trace a Vibrio or norovirus illness back to a contaminated harvest lot. The records requirement exists precisely because shellfish outbreaks move fast.
Time as a public health control, cited improperly at Lameizi, Ricky's Cuban Cafe, China 1, Nordstrom Bazille, Renee's Bistro, Shanghai Dumpling House, and China Latina, is a specific protocol that lets operators hold food in the temperature danger zone between 41 and 135 degrees for a defined window without refrigeration. When that protocol is not followed correctly, including failing to discard food at the end of the time window, the safety margin disappears and there is no record of how long the food was actually exposed.
The Longer Record
Riverview Fresh Cuisine, the only facility emergency-closed this week, has 70 prior inspections on record, the longest history of any facility in this roundup. That number means inspectors have visited the Adamo Drive location dozens of times over the years. Pest activity serious enough to trigger an emergency closure on October 15 did not emerge from nowhere in a facility with that inspection history.
Yummy House China Bistro has 50 prior inspections on record and drew the fewest high-severity violations of any facility this week, three. Shanghai Dumpling House has 41 prior inspections on record and drew five high-severity violations, including a missing employee health policy and improperly used wiping cloths, categories that experienced facilities tend to have resolved long before their fourth decade of inspections.
Ricky's Cuban Cafe has 32 prior inspections on record and drew nine high-severity violations this week, including an employee not reporting symptoms of illness and no allergen awareness demonstrated. Golden Egg Cafe and Origami Sushi each have 31 prior inspections on record and drew eight and seven high-severity violations respectively.
At the other end of the history spectrum, Bayamo En Coche Grill has only two prior inspections on record and drew seven high-severity violations this week, including no employee health policy, no person in charge present, and an employee not reporting symptoms of illness. Table 22 has ten prior inspections on record and drew five high-severity violations including food from an unapproved source and improper sewage disposal. Both facilities are early in their inspection histories and already accumulating serious citations.
Riverview Fresh Cuisine's emergency closure was resolved and the facility's status after the October 15 shutdown was not confirmed in state records reviewed for this report.
