TITUSVILLE, FL. Toxic chemicals were improperly stored or labeled near food at Shawn's Irish Pub & Fish & Chips on Harrison Street when a state inspector walked through on September 15, one of six high-severity violations documented that day. The restaurant was not closed.

The inspection of the 125 Harrison St. pub turned up a list that included food cooked below required minimum temperatures, inadequate handwashing facilities, improper handwashing technique, no consumer advisory for raw or undercooked menu items, and no person in charge present or performing duties. An intermediate violation for improper sewage or wastewater disposal rounded out the findings.

What Inspectors Found

1HIGHToxic chemicals improperly stored or labeledNear food areas
2HIGHFood not cooked to required minimum temperaturePathogen survival risk
3HIGHInadequate handwashing facilitiesInfrastructure failure
4HIGHImproper hand and arm washing techniqueTechnique failure
5HIGHNo consumer advisory for raw/undercooked foodsVulnerable customers uninformed
6HIGHPerson in charge absent or not performing dutiesManagement failure
7INTImproper sewage or wastewater disposalFecal contamination risk

The chemicals finding is among the most acute. Improperly stored or unlabeled cleaning agents near food preparation areas create a direct route to acute poisoning, either through mislabeling or physical contamination of food or surfaces.

The undercooked food citation compounds that risk. At a pub serving fish and chips alongside other cooked items, food not reaching required minimum temperatures means pathogens are not reliably killed before the plate reaches the table.

The handwashing violations tell their own story. Inspectors cited both the physical infrastructure, meaning the facilities themselves were inadequate, and the technique used by employees when they did attempt to wash. A handwashing attempt that uses improper technique leaves pathogens on hands just as surely as skipping the sink entirely.

No person in charge was present or performing duties during the inspection. That absence matters because managerial oversight is the mechanism that catches and corrects the other violations in real time.

What These Violations Mean

The combination of undercooked food and inadequate handwashing infrastructure is not theoretical. Salmonella in poultry survives below 165 degrees Fahrenheit. When food is pulled before hitting that threshold, the bacteria survive. If the employee plating that food also has contaminated hands because the facility's handwashing setup is inadequate or because technique is wrong, the contamination compounds.

The toxic chemical citation carries a different but equally direct risk. Chemicals stored near food or in unlabeled containers can be mistaken for food-safe products or can physically contaminate surfaces and ingredients. Acute poisoning from chemical contamination does not require a large dose.

The sewage violation adds a third vector. Improper disposal of wastewater creates the conditions for fecal contamination to spread through a facility, reaching surfaces, equipment, and food. Raw sewage carries pathogens including E. coli and norovirus.

The missing consumer advisory for raw or undercooked items is a quieter but serious failure. Elderly customers, pregnant women, and people with compromised immune systems rely on that disclosure to make informed choices. Without it, they have no way to know the risk they are taking.

The Longer Record

September 15 was not an anomaly. State records show Shawn's Irish Pub has been inspected 36 times and has accumulated 404 violations across that history.

The most recent inspections show a facility that cycles through serious findings without sustained improvement. In November 2025, inspectors cited 7 high-severity and 3 intermediate violations. In February 2025, two inspections conducted one day apart found 5 high-severity violations on February 24 and 1 high-severity violation on February 25. In September 2023, a single inspection turned up 8 high-severity and 5 intermediate violations.

The pub was emergency-closed once before, in July 2017, after inspectors documented rodent activity. It reopened the following day.

The Pattern

The inspection history at Shawn's Irish Pub does not show a facility that struggles occasionally. It shows a facility that has logged high-severity violations in nearly every inspection on record across multiple years, in overlapping categories including food safety, hygiene, and management control.

The September 15 inspection found all three of those failure categories active simultaneously: food not cooked to temperature, handwashing infrastructure and technique both compromised, and no person in charge present to catch any of it.

Four hundred and four violations across 36 inspections is an average of more than 11 violations per visit. The September 15 inspection, with 6 high-severity findings and 1 intermediate, sits within that established range.

State inspectors documented the violations, wrote the report, and left. Shawn's Irish Pub & Fish & Chips on Harrison Street remained open.
