OCALA, FL. State inspectors visiting Shang Hai Chinese Restaurant at 2699 NE 35th Street on August 17 documented that food was not cooked to required minimum temperatures, a violation that means pathogens like Salmonella can survive in poultry served to customers. The restaurant was not closed.

That single finding was one of eight high-severity violations inspectors recorded that day, along with three intermediate violations. The state did not issue an emergency closure order.

The restaurant was also cited for improper use of time as a public health control. When temperature monitoring is replaced by time tracking, any lapse in that tracking allows potentially dangerous food to remain in service without any safeguard in place.

There was no consumer advisory posted for raw or undercooked foods. Without that notice, customers who are elderly, pregnant, or immunocompromised have no way to make an informed choice about what they order.

Shellfish records were inadequate. Oysters, clams, and mussels require identifying tags that allow health officials to trace the source if customers get sick. Without those records, that traceability disappears.

Employees were observed using improper handwashing technique. Washing hands incorrectly leaves pathogens on the hands even when the attempt is made, meaning the handwashing itself provides no protection.

Pathogens introduced through improper handwashing survive in undercooked food and reach the customer's plate. That is not a theoretical chain of events. The allergen failure at Shang Hai is an acute risk for a specific population. Food allergies affect 32 million Americans, and allergic reactions send 30,000 people to emergency rooms each year. A customer who asks whether a dish contains peanuts or shellfish and receives an uninformed answer is relying on a staff that, by the inspector's own finding, cannot provide one.

The shellfish traceability violation matters most after someone gets sick. If a customer contracts a Vibrio or norovirus infection linked to oysters or clams, health officials need the source tags to identify which harvest lot was involved and pull it from other restaurants. Without those records at Shang Hai, that investigation stalls.

Improperly stored toxic chemicals represent a different category of risk entirely, one that is not about bacteria at all. A cleaning solution stored near food or in an unlabeled container can end up in a dish through direct contact or accidental misuse. The consequences are immediate and acute.

The Longer Record

The August 17 inspection is not an outlier. Shang Hai Chinese Restaurant has accumulated 204 violations across 35 inspections on record, and has been emergency-closed four times.

The most recent closure came on February 3, 2025, when inspectors shut the restaurant down for a sewage backup. It reopened the following day. That same inspection produced 11 high-severity violations and 3 intermediate violations, the highest single-day total in the recent history. The restaurant passed a follow-up inspection the next day, February 4, with zero high or intermediate violations.

The pattern since then is consistent. Inspectors returned in July 2025 and found 3 high-severity violations. In December 2025, they found 4 high-severity violations and 3 intermediate violations. The August 2026 inspection, with 8 high-severity violations, is the worst recorded since the February 2025 sewage closure.

Prior closures extend back to 2021, when the restaurant was shut down for rodent activity, and to 2016, when inspectors found roach activity. Both times the restaurant reopened within a day.
