JACKSONVILLE, FL. A state inspector visiting Seven Wonder Bakery and Catering on University Boulevard North on July 29 documented that employees were not reporting illness symptoms, that parasite destruction procedures were not being followed, and that toxic chemicals were stored improperly near food. The bakery was not emergency-closed.

The inspection turned up seven high-severity violations and three intermediate violations. That is among the worst single-day tallies in the facility's documented history.

The parasite destruction citation is among the most specific food-safety failures in the July 29 record. Certain fish, pork, and wild game require precise freezing or cooking protocols to kill parasites including Anisakis and Trichinella. Without those steps, the pathogens reach the customer's plate intact.

Inspectors also cited toxic chemicals stored or labeled improperly near food. That violation carries acute risk: a mislabeled chemical container, or one positioned near food prep surfaces, creates a direct contamination pathway that no amount of cooking eliminates.

The person in charge was either absent or not performing required oversight duties at the time of the inspection. State records show that facilities without active managerial control log, on average, three times more critical violations than those with a present and engaged manager.

What These Violations Mean

The employee illness citations, taken together, represent a complete breakdown of one of food service's most basic protections. The facility had no adequate written employee health policy and employees were not reporting illness symptoms. Those two failures are not independent problems. A written policy is what tells workers when they must stay home, and when there is no policy, there is no standard to enforce.

Food workers who continue working while sick are the leading documented cause of multi-victim norovirus outbreaks. Norovirus sickens an estimated 20 million Americans each year. The July 29 inspection did not come out of nowhere. State records show Seven Wonder Bakery and Catering has been inspected 35 times and has accumulated 311 total violations across its history at 2145 University Boulevard North.

The pattern of high-severity violations is consistent across the most recent years. The January 2025 inspection produced six high-severity and three intermediate violations. The November 2025 inspection produced four high-severity and three intermediate violations. The July 2025 inspection produced four high-severity and two intermediate violations. The July 29 inspection, with seven high-severity violations, is the worst single-day result since December 2023, when inspectors documented seven high-severity and six intermediate violations in one visit.

The facility was emergency-closed once before, in May 2023, after inspectors found both roach and rodent activity. It reopened the following day. The two clean inspections in September 2024 and December 2023 show the facility is capable of meeting standards. The question the record raises is why those results have not held.

A follow-up inspection on July 30, the day after the July 29 visit, found three high-severity and two intermediate violations still on the books. The seven-violation inspection had not been fully resolved within 24 hours.
