JACKSONVILLE, FL. State inspectors emergency-closed five Jacksonville-area restaurants in a single week, including Local at 301 Atlantic Blvd in Neptune Beach, which was shut on July 15 after inspectors documented simultaneous rodent activity, roach activity, and fly activity inside the same establishment.
That triple-pest closure was one of five emergency shutdowns across Duval County between July 13 and July 19, 2026. The others were Kathy's Table on West Beaver Street, closed July 17 for rodent activity; Dick's Wings and Grill at 10550 Old St. Augustine Road, closed July 17 for sewage issues and fly activity; Taco Way on Baymeadows Road, closed July 15 for roach activity; and Nudo Vietnamese Cuisine at 10111 San Jose Blvd, closed the same day for fly activity.
Nudo also led all inspected facilities this week with 10 high-severity violations and 4 intermediate violations recorded during the same visit that triggered its closure.
The Violations
Nudo's violations included no person in charge present or performing duties, no employee health policy, employees not reporting illness symptoms, inadequate handwashing facilities, improper handwashing technique, food contact surfaces not properly cleaned or sanitized, and no consumer advisory for raw or undercooked foods. That combination, management absent and illness reporting nonexistent while surfaces go unsanitized, is the profile inspectors most associate with imminent outbreak conditions.
BBS at 1019 Hendricks Ave recorded 9 high-severity violations. Among them: inadequate shell stock identification records, food not cooked to required minimum temperature, and time as a public health control not properly used. A restaurant serving shellfish without proper tagging records cannot trace where those oysters or clams came from if a customer gets sick.
Checkers #3267 at 7809 Lem Turner Road drew 8 high-severity violations, including two that stand out at a fast-food location: toxic chemicals improperly stored or labeled, and toxic substances improperly identified, stored, or used. Those two violations were cited together, meaning inspectors found chemical hazards present in more than one form at the same location.
Babylon Restaurants Lounge and Bar at 8650 Baymeadows Road also recorded 8 high-severity violations. Inspectors cited parasite destruction procedures not followed, inadequate shell stock identification, food not cooked to required minimum temperature, and no allergen awareness demonstrated. That combination, raw or undercooked shellfish with no traceability records and no staff awareness of allergen protocols, creates compounding risk for vulnerable diners.
Asian Dragon at 6061 Merrill Road was cited for food from an unapproved or unknown source alongside food in poor condition, mislabeled, or adulterated, plus inadequate shell stock identification and food not cooked to required minimum temperature. Food from an unapproved source has bypassed USDA and FDA inspections entirely.
Mr. Fried LLC at 2011 Emerson St accumulated 7 high-severity and 5 intermediate violations. Inspectors cited food in poor condition or adulterated, food contact surfaces not properly cleaned, toxic chemicals improperly stored, and inadequate cooling and cold holding equipment. That last finding, equipment that cannot maintain safe temperatures, means the temperature problem is structural, not a one-time lapse.
Bono's Pit Bar B Q at 5903 Norwood Ave drew 7 high-severity violations including toxic chemicals improperly stored and toxic substances improperly identified, stored, or used, the same dual chemical citation pattern found at Checkers this week.
Desert Rider Sandwich Shop at 217 Hogan St was cited for food not cooked to required minimum temperature, time as a public health control not properly used, inadequate shell stock identification, and toxic chemicals improperly stored, along with employees not reporting illness symptoms and improper handwashing technique.
Ten Zushi at 9680 Argyle Forest Blvd recorded 7 high-severity violations and added an intermediate citation for improper sewage or wastewater disposal. Its high-severity list included food in poor condition, inadequate shell stock identification, time as a public health control not properly used, and no consumer advisory for raw or undercooked foods, a significant gap at a sushi restaurant.
Seafood Island Bar and Grille at 1959 San Marco Blvd was cited for no person in charge, no employee health policy, employees not reporting illness symptoms, food contact surfaces not properly cleaned, toxic chemicals improperly stored, and toxic substances improperly identified or used, plus an intermediate violation for improper sewage disposal.
Dick's Wings and Grill, already emergency-closed on July 17, was also cited for no approved potable water supply during the same inspection period. That violation means food and beverages at the location were prepared without a confirmed safe water source.
What These Violations Mean
The most concentrated public health risk documented this week involves the cluster of illness-reporting and handwashing failures at Nudo Vietnamese Cuisine, BBS, Asian Dragon, Mr. Fried, Bono's Pit Bar B Q, Desert Rider Sandwich Shop, Checkers, and Seafood Island Bar and Grille. When employees have no written health policy and no requirement to report symptoms, a worker sick with Norovirus or Salmonella can prepare and handle food through an entire shift. Norovirus is responsible for roughly 20 million illnesses in the United States each year, and food workers are among its most efficient vectors.
The handwashing violations compound that risk. Improper technique, cited at Nudo, Checkers, Babylon, Asian Dragon, Mr. Fried, Ten Zushi, Bono's, and Desert Rider, means that even when employees attempt to wash their hands, pathogens survive on their skin. Inadequate handwashing facilities, cited at Nudo, BBS, and Ten Zushi, mean the infrastructure to wash properly does not exist at those locations.
Shellfish traceability failures at BBS, Babylon, Asian Dragon, Ten Zushi, and Desert Rider carry a distinct risk. Without proper shell stock identification tags, there is no way to trace where oysters or clams came from if a customer develops a Vibrio or hepatitis A infection. That traceability gap is the difference between a contained outbreak and an investigation that goes nowhere.
The dual toxic chemical citations at Checkers, Bono's, and Seafood Island Bar and Grille indicate improperly stored or unlabeled chemicals present near food preparation areas. Chemical contamination from mislabeled cleaning agents causes acute poisoning and does not require repeated exposure to cause serious harm.

Margaritas Mexican Grill at 9825 San Jose Blvd and Bono's Pit Bar B Q share the highest prior inspection count in this week's data, each with 45 inspections on record. Bono's used that history to accumulate 7 high-severity violations this week, including chemical storage failures. Margaritas, by contrast, drew only a single intermediate violation for reusing single-use items.
Mr. Fried LLC has 42 prior inspections on record, the third-highest count this week, and still recorded 7 high-severity violations including structurally inadequate cold holding equipment. Forty-two inspections is a long time to arrive at a finding that the cooling equipment itself cannot do the job.
Asian Dragon carries 37 prior inspections and Checkers #3267 has 38. Both recorded 8 high-severity violations this week. Asian Dragon's citation for food from an unapproved source is particularly notable against that inspection history: sourcing violations are not paperwork oversights.
Ten Zushi has only 10 prior inspections on record, the lowest count among the high-severity facilities this week. It still drew 7 high-severity violations and a sewage disposal citation. A location that new accumulating that volume of serious findings this early in its inspection history is a different kind of concern than a decades-old establishment.
Local at Neptune Beach, which was emergency-closed for rodents, roaches, and flies on July 15, has 30 prior inspections on record. Whether those prior visits documented pest activity has not been disclosed in this week's data.
Dick's Wings and Grill, emergency-closed July 17 for sewage issues and fly activity, was also cited this week for having no approved potable water supply. That violation remained on the record as of the inspection data available for this report.
