KEY WEST, FL. A Key Largo sushi restaurant was cited for seven high-severity health violations during the week of September 23, including food sourced from unapproved suppliers, no shellfish identification records, and no consumer advisory warning customers about the risks of eating raw fish — findings that state inspectors documented at a restaurant whose menu is built around raw and lightly prepared seafood.

That restaurant, Sushi Sake at 103400 Overseas Hwy, led nine Florida Keys establishments cited for high-severity violations during the seven-day stretch. Inspectors documented a combined 40 high-severity violations across the corridor, touching restaurants in Key Largo, Islamorada, and Marathon.

At Sushi Sake, inspectors found no employee health policy, an employee not reporting illness symptoms, food from an unapproved or unknown source, inadequate shellfish identification records, food contact surfaces not properly cleaned, time as a public health control not properly used, and no consumer advisory for raw or undercooked foods. For a restaurant serving raw fish and shellfish to tourists, each of those violations compounds the next.

Mrs. Mac's Kitchen at 99336 Overseas Hwy drew six high-severity citations, including food from an unapproved or unknown source, no employee health policy, an employee not reporting illness symptoms, improper handwashing technique, food contact surfaces not properly cleaned, and no consumer advisory for raw or undercooked foods.

Lazy Days Restaurant at 79867 Overseas Hwy in Islamorada was cited for five high-severity violations. Inspectors documented an employee not reporting illness symptoms, improper handwashing technique, food not cooked to the required minimum temperature, time as a public health control not properly used, and no consumer advisory for raw or undercooked foods. Intermediate violations at Lazy Days included improper sewage or wastewater disposal and inadequate cooling and cold-holding equipment.

Panda House Chinese Restaurant at 5230 Overseas Hwy in Marathon received four high-severity citations: no employee health policy, improper handwashing technique, food from an unapproved or unknown source, and no allergen awareness demonstrated.

Key Thai Restaurant and Sushi Bar at 99611 Overseas Highway was also cited for four high-severity violations, including an employee not reporting illness symptoms, improper handwashing technique, food contact surfaces not properly cleaned, and no allergen awareness demonstrated. Like Sushi Sake, Key Thai serves raw preparations and was cited for failing to demonstrate allergen awareness.

Sunset Grille and Raw Bar at 7 Knights Key Blvd in Marathon drew four high-severity violations: no employee health policy, an employee not reporting illness symptoms, improper handwashing technique, and no consumer advisory for raw or undercooked foods. The restaurant also received intermediate citations for improper sewage or wastewater disposal and inadequate or improperly maintained toilet facilities.

Habanos Tapas and Bar at 73814 Overseas Hwy in Islamorada was cited for four high-severity violations, including no employee health policy, improper handwashing technique, food not cooked to the required minimum temperature, and no consumer advisory for raw or undercooked foods.

Meat Eatery and Taproom at 88005 Overseas Hwy in Islamorada received three high-severity violations: food contact surfaces not properly cleaned, food not cooked to the required minimum temperature, and no consumer advisory for raw or undercooked foods. Inspectors also noted improper sewage or wastewater disposal and improper sanitizing solution or procedures as intermediate violations.

Habanos Ocean Front at 73501 Overseas Hwy, also in Islamorada, was cited for improper handwashing technique, food from an unapproved or unknown source, and food contact surfaces not properly cleaned, along with an intermediate violation for improper sewage or wastewater disposal. Two Islamorada establishments operating under the Habanos name both drew high-severity citations in the same week.

What These Violations Mean

Three of the nine restaurants, Sushi Sake, Mrs. Mac's Kitchen, and Panda House, were cited for food from unapproved or unknown sources. For tourists, that citation carries a specific risk: if a customer becomes ill, there is no paper trail to trace the food back to its origin. USDA and FDA inspections exist precisely to catch contamination before it reaches a kitchen. Food that bypasses those inspections may carry Listeria, Salmonella, or other pathogens with no accountability mechanism if an outbreak occurs.

Six of the nine facilities were cited for employees not reporting illness symptoms, and five had no written employee health policy. These two violations frequently travel together, and together they represent the single most common pathway to multi-victim outbreaks. Norovirus spreads directly from an ill food worker to a customer through contaminated food, and in a high-volume tourist corridor where hundreds of visitors cycle through a restaurant in a single day, one sick employee without a reporting obligation can expose an enormous number of people.

Five restaurants, including the waterfront Sunset Grille and Raw Bar and both sushi establishments, were cited for having no consumer advisory for raw or undercooked foods. That advisory exists specifically to warn high-risk diners: the elderly, pregnant women, young children, and people with compromised immune systems. Florida Keys restaurants draw exactly those visitors. Without the advisory posted, those customers have no way to make an informed choice before ordering.

Lazy Days, Habanos Tapas and Bar, and Meat Eatery and Taproom were all cited for food not cooked to the required minimum temperature. Undercooking is the most direct route for Salmonella in poultry to survive to the plate. Lazy Days compounded that risk with inadequate cold-holding equipment, meaning food entering the kitchen may already be at elevated temperatures before it is ever cooked.

The Pattern Across the Corridor

Islamorada accounted for four of the nine flagged facilities this week, including both Habanos locations and both Meat Eatery and Taproom and Lazy Days Restaurant. The two Habanos establishments share a name and sit less than a third of a mile apart on the Overseas Highway, and both were cited for overlapping high-severity violation categories including handwashing failures and food contact surfaces not properly cleaned.

Key Largo produced three of the nine flagged restaurants, all within a short stretch of the same highway that serves as the main entry point for visitors driving into the Keys from Miami. A tourist stopping at any of those three restaurants during the week of September 23 would have encountered a facility with at least four high-severity violations on record.

The handwashing violation appeared at seven of the nine facilities. That is not a paperwork failure or a missing sign. Inspectors cite improper handwashing technique when they observe employees going through the motions of washing without meeting the time, soap, or friction standards required to remove pathogens. At a restaurant serving raw shellfish, sushi, or undercooked proteins, hands are the last barrier between a contaminated surface and a customer's plate.

The Longer Record

Mrs. Mac's Kitchen is one of the most established restaurants in the Florida Keys, a roadside institution that has operated in Key Largo for decades and draws as many locals as it does tourists. Six high-severity violations in a single inspection, including food from an unapproved source and no consumer advisory, represent a significant finding at a restaurant with that kind of history and volume.

Lazy Days Restaurant in Islamorada is a waterfront property visible from the water and heavily trafficked during the fall tourist season. The intermediate citation for inadequate cooling and cold-holding equipment is particularly notable there: a facility that cannot maintain proper cold temperatures is operating with a structural limitation, not a procedural lapse, and that distinction matters when inspectors return.

Sunset Grille and Raw Bar in Marathon operates as a raw bar, meaning customers routinely order shellfish and other items that are never cooked. The restaurant was cited for no consumer advisory and no employee health policy in the same inspection. A raw bar with neither a sick-employee reporting requirement nor a posted warning for vulnerable diners presents a compounded risk that the record does not show was resolved before the inspection closed.
