PALM HARBOR, FL. State inspectors walked into Diesel Garage Grill and Bar on US Highway 19 on July 28 and found toxic chemicals improperly stored or labeled near food, fish served without documentation that parasites had been destroyed, and food not cooked to required minimum temperatures. They cited 10 high-severity violations and 3 intermediate violations. Then they left, and the restaurant stayed open.
No emergency closure order was issued.
What Inspectors Found
The two chemical violations, cited separately, describe toxic substances improperly stored and improperly identified near a food operation. Either condition alone can result in acute poisoning if a chemical contaminates food or a mislabeled container is used by staff. Both were present on the same day.
The parasite destruction citation means the restaurant was serving fish, or had been serving fish, without following the freezing or cooking protocols required to kill parasites including Anisakis. That violation pairs directly with the inadequate shell stock records citation, which means oysters, clams, or mussels on the menu could not be traced to a certified source if a customer got sick.
Food contact surfaces, the cutting boards, prep tables, and equipment that touches every plate leaving the kitchen, were not properly cleaned or sanitized. And at least one food item was not cooked to its required minimum internal temperature, meaning pathogens including Salmonella could survive into a finished dish.
The restaurant had no written employee health policy. Without one, a sick worker has no formal guidance to stay off the line, and no record exists to show a manager ever addressed the question.
What These Violations Mean
The parasite destruction failure is not a paperwork problem. When fish is served without proper freezing or cooking protocols, live parasites including Anisakis, which can embed in the stomach lining, reach the customer's plate. The violation does not mean every dish was contaminated. It means the procedure designed to prevent that outcome was not being followed.
The undercooking violation compounds that risk. Salmonella in poultry survives below 165 degrees Fahrenheit. If a thermometer check fails and a dish leaves the kitchen undercooked, the pathogen survives. The consumer advisory violation means customers had no notice that any item was being served raw or undercooked, removing the last line of informed consent.
The chemical storage violations are in a different category of danger. Improperly stored or mislabeled chemicals near food create a direct contamination pathway. A cleaning agent stored above a prep surface, or a bottle without a label used by a new employee, can end with a customer ingesting a toxic substance without anyone in the kitchen knowing it happened.
The sewage disposal violation, cited as intermediate, carries its own weight. Improper wastewater disposal creates fecal contamination risk throughout a facility. That violation, alongside improperly cleaned multi-use utensils and reused single-use items, describes a kitchen where basic sanitation controls were not functioning on the same day as 10 high-severity findings.
The Longer Record
The July 28 inspection was not an anomaly. State records show Diesel Garage Grill and Bar has accumulated 295 violations across 31 inspections on file.
The pattern of high-severity violations runs back through every recent inspection. In November 2025, inspectors cited 7 high-severity and 4 intermediate violations. In April 2025, the count was 5 high and 1 intermediate. In December 2024, it was 3 high and 3 intermediate. The facility has not recorded a single inspection in the past three years without at least 2 high-severity violations.
The follow-up inspection on August 3, less than a week after the July 28 visit, showed 5 high-severity violations still present. Five of the original 10 high-severity citations had not been resolved within a week.
The facility has never been emergency-closed. In 31 inspections on record, not one resulted in an order to shut down.
Still Open
State inspectors documented toxic chemicals near food, fish served without parasite destruction protocols, undercooking, no employee health policy, improperly sanitized food contact surfaces, and sewage disposal problems at Diesel Garage Grill and Bar on July 28. That is 10 high-severity violations in a single visit at a restaurant with 295 violations across its inspection history.
The restaurant was not closed.
