KEY WEST, FL. State inspectors walked into Blackfin Bistro on Duval Street on August 18, 2026, and documented that the restaurant was serving food sourced from unapproved or unknown suppliers, a violation that means there is no paper trail if a customer gets sick.
That was one of six high-severity violations cited during the inspection. The restaurant was not closed.
What Inspectors Found
The six violations documented on August 18 covered nearly every critical point in the food handling chain. Inspectors cited the restaurant for food not cooked to required minimum temperatures, food in poor condition or adulterated, and food contact surfaces that were not properly cleaned or sanitized.
Two of the six violations concerned handwashing specifically. Inspectors found inadequate handwashing facilities and cited employees for improper hand and arm washing technique, meaning that even when staff attempted to wash their hands, they were not doing it correctly.
What These Violations Mean
Food sourced from unapproved or unknown suppliers is one of the most serious categories an inspector can cite. When a restaurant buys food outside of USDA and FDA-regulated supply chains, there is no documentation connecting that product to a licensed processor. If a customer becomes ill, public health investigators have no trail to follow.
Undercooking compounds that risk directly. Salmonella survives in poultry held below 165 degrees Fahrenheit. When a facility is already receiving food from unverified sources and then failing to cook it to required temperatures, those two violations interact: unknown contamination load meets insufficient heat to kill it.
The handwashing findings at Blackfin Bistro on this inspection make the picture worse. Inadequate facilities means the physical infrastructure for hand hygiene was not in place. Improper technique means that even when employees tried to wash their hands, pathogens remained. Together, those two violations describe a kitchen where contamination from hands to food contact surfaces to food itself was not being interrupted at any reliable point.
Food contact surfaces that are not properly cleaned or sanitized are a primary transfer route for bacteria between raw and ready-to-eat food. At a restaurant already cited for unapproved sourcing, undercooking, and handwashing failures, unsanitized surfaces represent an additional vector, not a standalone problem.
The Longer Record
The August 2026 inspection was not an outlier. Blackfin Bistro has accumulated 219 total violations across 23 inspections on record, and high-severity citations have appeared in every inspection documented in the prior history.
The February 2026 inspection, six months before this one, produced seven high-severity violations and two intermediate violations. The August 2025 inspection produced four high-severity violations. The April 2025 inspection produced four high-severity violations and one intermediate. Going back further, the April 2024 inspection produced seven high-severity violations, and the April 2023 inspection produced six high-severity violations and three intermediate violations.
The pattern holds across years and seasons. High-severity violations appeared in every single prior inspection in the dataset, with counts ranging from two to seven per visit. The restaurant has never been emergency-closed.
That last point deserves attention. Blackfin Bistro has now accumulated six or more high-severity violations in a single inspection on at least three documented occasions, in April 2023, February 2026, and August 2026. Each time, the restaurant continued operating.
Still Open
The Duval Street location sits in one of the highest-foot-traffic tourist corridors in the Florida Keys. Visitors to Key West, unfamiliar with the restaurant's inspection record, have no way of knowing what state records show without looking them up.
The August 18 inspection produced six high-severity violations and zero intermediate violations. That ratio is notable: every single violation documented that day was in the most serious category the state uses.
Blackfin Bistro was not closed after the inspection.
